He does it: Choi Yeong takes troops and arrests Lee In Im. Doesn't toss him in jail, though--Lee's a bigshot so Choi makes it house arrest. Hmm...is that a mistake?
Sojaedong village: a local magistrate has been sucking up to Jeong Dojeon because of news that Lee In Im was arrested. "Please don't forget me when you enter the court again." JD is skeptical that this is all over; he knows Lee will be planning a countermove.
Returning home, JD comes across a group of villagers giving up much-needed bags of rice to the servants of a local landowner. They're collecting his taxes. JD challenges the servants about it, because the land here is administered by the government and the landowner doesn't have standing to collect his own taxes! The servants are angry at being challenged but they seem to think he may be right (if they don't know it for certain) and so they leave empty-handed. That scores JD some big points with the villagers...as we see soon afterwards, when Cheonbok admits to him that he was the one who burned his books. And he's made JD a wooden desk to do his work on. A simple piece of wooden furniture, but very sturdy. Maybe Cheonbok isn't such a bad guy after all.
Then JD goes to the no-name girl (Cheonbok's sister) and tells her that because she burned his books (!! he knows the truth now), she's going to have to work for him for a while, helping him make new books. So we see her working with him preparing paper and binding finished written sheets into books. Eventually she busts him--"My brother told me everything, so stop lying!"--so he confesses that he's trying to get her interested in learning how to read. And offers to teach her.
Choi Yeong's investigation isn't going well. And Lee's allies are pressing him for a resolution soon. Prove the charges or free him.
Then some very inopportune news of a Japanese pirate attack on the coast at Yanggwangdo. We see some footage of it, as narration tells us that there were 378 attacks during King U's 14-year reign. This one looks like a really severe one.
Here comes Lee's countermove: Wu Inyeol and Han Ri, generals of the military unit that protects the king, wrote an appeal to have Lee Cheom arrested. Of course Lee In Im is the one who really wrote it. And now the pro-Lee officials walk out of a state council meeting in protest because the QD won't agree to it immediately, after arguing that the country shouldn't be divided in wartime. Actually, the bigger problem than the officials is that none of the generals wants to be the one to go fight the pirates and get on Lee's bad side now that this issue is pressing for his release. Except wait, maybe one guy...
...Lee Seonggye. Choi Yeong talks to him and Lee says he'll do it. Later Lee's wife scolds him for just agreeing to do it and not negotiating for anything for himself in return. "No wonder people take you so lightly!"
And now Lee calls in a huge favor. First he sends his ally general Im Gyeongmi to the king (remember, Lee's under house arrest so he can't go) and tells the boy, "he put you on the throne and you're not protecting him?" And adds that the boy shouldn't trust Choi Yeong, reminding him of how badly Choi scared him when he was first on the throne (in episode 3). And presents him with a written appeal--to arrest Lee Cheom who wrote the appeal against Lee.
Choi Yeong hears about it and goes to the QD to complain...but uh-oh, she knew nothing about this. The boy-king did it on his own. And then we find the king being entertained (sucked up to, more accurately) at Lee In Im's house! "I will never forget your generosity." The king smiles and answers, "I'm glad you are happy." Choi shows up and complains bitterly, but he's screwed now. He's a loyal subject so he has to obey a royal order, right? And there's so much pressure on him from so many sides...face it, it's over and Lee got the better of him on this one.
Later we learn that Lee Cheom went into hiding and that soldiers of Ji Yun's (another Lee ally) are looking for him. Why not Choi's soldiers? Because Choi resigned! Wow.

And the servants proceed to clean the village out of its rice stores. Sheesh. This from the guy who was sucking up to JD? JD goes to see the guy but his attitude has changed considerably, because of what's been happening in the capital. And when JD returns home, the village head man Hwang Yeon is being arrested, to be taken to the government office for punishment because JD left the village in violation of his exile terms!
Back in the capital, Lee Cheom was caught and we see him being tortured. And Lee In Im walks out of his home to the welcome of his allies and friends, a free man.
