King Chungmok (1): 29th king of Goryeo. Son of King Chunghye (28th king) and Princess Deoknyeong. Boy-king, with Gi Cheol as regent. Dies in Ep4.
Princess Deoknyeong (1): King Chungmok's mother. In Ep9 is introduced to Empress Gi as "third daughter of Temur Buka."
King Chungjeong (1): 30th king of Goryeo. Son of King Chunghye (28th king) and Lady Yoon (historically, a relative but not his mother). First seen as Kyeongchang Buwongun / Lord Kyeongchang, a young boy. Seen as king for the first time in Ep5, in 1348. Removed from the throne in Ep10, in 1351, by decree of the Yuan emperor. Dies in exile on Ganghwa Island in Ep15, apparently by poisoning.
Lady Yoon (1): King Chungjeong's mother (in this series; in real history a relative but not his mother). Sister of minister Yoon Shi Woo. Identified in Ep11 as "Princess Kyeongsun." Identified in Ep15 as "Her Highness Heebi."
King Gongmin / Prince Gangneung (1): 31st king of Goryeo. Second son of King Chungsuk (27th king) and Myeongdeok (this may be a fiction; his mother in history was Queen Gongwon). Marries Botap Shili in Yanjing in Ep8. Named King of Goryeo by the Yuan emperor in Ep10, in 1351. Murdered in Ep61 by Eunuch Choi and junior guards Hong Ryun and Han An.
Queen Dowager Myeongdeok / Lady Hong (1): Mother of Prince Gangneung / King Gongmin (although this may be a fiction; see above). Was queen but was ousted after her husband (King Chungsuk, 27th king) married a Mongolian princess. Comes from the Hong clan. Lives in Deokkyeong Palace, outside of the royal palace complex. In Ep14 is formally moved into the royal palace complex by Gongmin.
Queen Noguk / Botap Shili (1): A Yuan princess; wife of King Gongmin. Marries Prince Gangneung in Ep8. Full title as given in Ep12 is "Princess Dachang of the State of Lu / Mongol Princess Queen Noguk." Dies in Ep48 during childbirth. In Ep49 Gongmin announces he's given her the posthumous title of "Great Princess Noguk."
Prince Deokheung (23): Third son of King Chungseon (26th king).
Monino (54): Born to Ban Ya in Ep54. Assumed to be Gongmin's son...but could also be Shin Don's. No one is sure. In Ep61 Gongmin formally announces his intention to name him Prince Gangnyeong and designate him crown prince.
MONKS
Pyeonjo / Shin Don (1): Buddhist monk; chancellor under King Gongmin. Son of a government slave from Okcheon Temple and an unidentified government minister of noble blood. As of Ep1, a young monk practicing at Gaetae Temple. In Ep29 Gongmin formally assigns him to the job of returning land and restoring citizenship of commoners in the aftermath of the collaborators' elimination. Given the name Shin Don by King Gongmin in Ep43 and named the king's "guardian." In Ep49 Gongmin assigns him four titles: Prime Minister Plenipotentiary, Commander in Chief of the Council of Generals, Grand Preceptor of Religious Affairs, and Supreme Commissioner of Science and Cultural Rites. Gongmin names him Regent in Ep51. Is executed by guards at the end of Ep59/beginning of Ep60 at Gongmin's order.
Won Hyeon (1): Buddhist monk; longtime associate of Shin Don. Son of a "baekjeong," which is the lowest social class in Goryeo. Earlier in his life had tried to drown himself but was saved by Pyeonjo. Later works as a head inspector in the Directorate for Farmland Reclamation.
Master Bou (1): Buddhist monk: Royal monk under King Gongmin as of 1356, and seen nine years earlier as an important monk (title unknown) under King Chungmok. In Ep21 (earlier in time) he's nominated by the queen dowager for the post of "Royal Preceptor." In Ep23 it's made official. In Ep28 we learn that he "was from the Hongju Hong clan, one of the most powerful at the time." Removed from the Royal Preceptor position by Shin Don in Ep44, and leaves the royal temple in Ep46. In Ep55 returns to visit Gongmin and is offered the preceptor post again.
Jihyo (2): A monk of some responsibility in the Gaegyoung monastery where Pyeonjo and Won stay during Ep2. Brother to Choseon.
Master Wolseon (3): Senior monk at Gaetae Temple. Dies of old age in Ep37.
Deokun (3, identified 5): Wolseon's assistant at Gaetae Temple. Later moves to the Royal Temple. Killed by government troops in Ep61 for being associated with SD.
Gong Cheol (13): Monk first seen earning money for a group of homeless children and elders in Gaegyeong. Later works as an inspector for the Directorate for Farmland Reclamation.

Yeongdo Cheom Ui (1): First Rank Senior Chancellor under King Gongmin as of 1371; also in an unspecified high office as of 1356.
Gi Cheol / Lord Deokseong (1): Brother of Yuan Empress Gi; minister under King Chungmok; appears to be of highest rank, as of Ep2. In Ep18 we learn that his official title given by the Yuan emperor is "Vice Grand Councilor of the Eastern Expedition Headquarters." Exiled to Ganghwa Island by Gongmin in Ep22 for crimes against the state. Executed at Gongmin's order in Ep29.
Gi Won (1): Government official of unknown rank under King Chungmok as of 1347. Presumably related to Gi Cheol. Killed by forces loyal to Jo Il Shin in Ep17.
Lee Je Hyeon / Lord Ikjae (1): Government official of unknown rank under King Chungmok as of 1347. Named "Chief Director of Deliberation" (replacing Yoon Shi Woo) by King Gongmin in Ep14, in 1351. Referred to as "the Administrator" in Ep32. Referred to as "Assistant Administrator" in Ep36. Resigns in Ep36. In Ep55 we learn from his daughter Hyebi that he is dead.
Yeom Je Shin (2): Government official of unknown rank under King Chungmok as of 1347. Identified as chancellor as of Ep5 under King Chungjeong in 1348. Identified in Ep14 as Chief Minister of Financial Affairs. Referred to as "the Vice Minister" in Ep32. Referred to as "Assistant Administrator of the Left" in Ep35. Resigns in Ep36 but later returns and is chancellor in Ep37. Referred to as "Lord Gokseong" in Ep40. Replaced as chancellor by Hong Eon Bak in Ep41.
Kim Yong (3): Government official of unknown rank under King Chungmok as of 1347. First seen visiting Prince Gangneung in Yanjing. Named Royal Chief of Security by King Gongmin in Ep14, in 1351. Sentenced to a prison term and a demotion by Gongmin in Ep19 for complicity in Jo Il Shin's insurrection. Referred to as "Lord Anseong" in Ep28. Named chief marshal of the army by Gongmin in Ep39. Stripped of that position by Gongmin in Ep40, but later given the position of Marshal Commander, which is in charge of security in the capital. Executed by Choi Young and his troops in Ep43 for treason and attempting to murder King Gongmin.
Jo Il Shin (3): Government official of unknown rank under King Chungmok as of 1347. First seen visiting Prince Gangneung in Yanjing. Named Manager of Affairs for the Council of Deliberation by King Gongmin in Ep14, in 1351. Named Assistant Administrator by Gongmin in Ep17. Named Chief Administrator by Gongmin in Ep18, but this apparently was just a temporary gesture of gratitude. Killed by forces loyal to Gongmin in Ep18, with Gongmin's unofficial consent because of his insurrection attempt.
Jung Se Woon (3): Government official of unknown rank under King Chungmok as of 1347. First seen visiting Prince Gangneung in Yanjing. Given an unidentified high position (described only as "in charge of maintaining peace and order in the capital"; later in the episode he's addressed by Lee Je Hyeon as "Grand Manager") by King Gongmin in Ep14, in 1351. Loses his Grand Manager position when Jo Il Shin gives it to Jeon Cheon Gi in Ep18, but gets it back after Jo's insurrection fails. Referred to as "Chief Minister" in Ep37. Referred to as "Vice Councilor" in Ep39. Named Chief Marshal by Gongmin in Ep40. Attacked by generals An, Lee and Kim in Ep41 (who were duped by a forged royal edict) and dies at the start of Ep42.
Yoon Shi Woo (4): Government official of unknown rank as of 1348. Brother of Lady Yoon. Given position of "Chief Deliberator of State Affairs" in Ep7.
Lee In Bok / Lord Seongsan (9): Government official of unknown rank under King Chungjeong in 1349. Identified as "Chief Remonstrator" in Ep18. In Ep44 we learn he's the inspector general.
Choi Young (9): Associate of Lee In Bok. In Ep13 we see him in a military uniform. As of Ep38 he's the Provisional Military Governor of the Northwest Region. In Ep44 King Gongmin names him co-supervisor of the Royal Secretariat, in charge of overseeing the Board of Military Affairs. In Ep46 he's named "Manager of Affairs," a civil position that I believe is equivalent to Mayor of Gaegyeong. In Ep50 is demoted and sent to the Gyerim regional outpost. In Ep57 we see him with three high officials meeting with Gongmin; he's dressed in the same robe, suggesting he was reinstated to a high position...but it was never explained. In Ep60 he presents Gongmin with proposed personnel changes, including naming himself as "Manager of Affairs," a new military command position; Gongmin approves that change.
Kwon Gyeom / Lord Bokan (14): Councilor of unidentified rank. First seen with Gi Cheol's inner circle at the training site of Gi's private guards.
Noh Chaek / Lord Kyeongyang (14): Councilor of unidentified rank. First seen with Gi Cheol's inner circle at the training site of Gi's private guards.
Jeon Cheon Gi (16): A former Grand Manager who was demoted at some former time to Jeju magistrate. We meet him as one of Jo Il Shin's subordinates. Reinstated by Jo as Grand Manager; identified as such in Ep18. Executed in Ep19 after Jo Il Shin's insurrection was defeated (although the execution was probably at the orders of the Yuan envoy who was visiting at the time).
Choi Hwa Sang (16): Associate of Jo Il Shin. Position unknown. Killed by Jo in Ep17.
Jo So Saeng (21): Chief general of the Ssangseong Commandery, a territory in the north.
Lee Ja Chun (21): Chief of guards of the Ssangseong Commandery; rank of general. Father of Lee Seong Gye. Named Grand Chief Marshal by King Gongmin in Ep34. As of Ep38 he's the Provisional Military Governor of the Northeast Region. Dies in Ep39 (cause not specified).
Lee Seong Gye (21): A Goryean soldier serving at Ssangseong Commandery. Son of Lee Ja Chun. The future King Taejo, founder of the Chosun Dynasty. Named Military Commander of the Northeast Region in Ep41. Named Chief Marshal of the Northeast Region in Ep50. Named "Commissioner of State Affairs" in Ep60.
Kim Won Myeong (22): Identified as Chief Inspector; seems to be in a law enforcement investigator role. In Ep45 we learn that he's now the head of the Board of Taxation. In Ep50 he's given the military authority that was taken from Choi Young. In Ep52 he's charged with treason for conspiring to kill SD; is flogged and exiled, and is later killed by an assassin.
In Dang (30): General named by Gongmin as Military Commander of the Western Region in Ep30. (Refers to the northern territories.) In Ep34 we learn that he was beheaded by order of King Gongmin.
Yoo In Woo (30): General named by Gongmin as Military Commander of the Eastern Region in Ep30. (Refers to the northern territories.) In Ep34 he's taken away and ordered beheaded by King Gongmin.
Jo Dochi (31): Adjutant to commander Jo So Saeng at Ssangseong Commandery. Killed by In Dang in Ep31.
Kang Jung Gyeong (31): Subordinate general serving under In Dang in the northwest territories. Executed by In in Ep31.
Choi Cheol Yong (32) – Magistrate of a rural district in between Gaegyeong and Gaetae Temple. Greets Pyeonjo in Ep32.
Gyeong Cheon Heung (34) - Chief Supervisor of the Royal Secretariat. Resigns in Ep36 but later returns. In Ep44 is named by King Gongmin as Commanding General of the Northwest Region for an attempted takeover of Liaodong (despite having no military background). In Ep52 he's charged with treason for conspiring to kill SD; is flogged and exiled. Later returns to the government and by Ep61 he's chancellor.
Kim Mun Su (35) - Minister of the Board of Rites.
Lee Saek (38) - Council member as of 1361. In Ep39 he's identified as "jwaseungseon," which means "Left Pacification Commissioner." In Ep44 he's co-supervisor of the Royal Secretariat, in charge of overseeing royal court matters. As of 58 he's chancellor.
An Woo, Lee Bang Shil, and Kim Deuk Bae (40) - Generals in the army.
Hong Eon Bak (41) - Cousin of King Gongmin; named chancellor to replace Yeom Je Shin in Ep41. Executed by Kim Yong's troops in Ep43 during their attempt to kill King Gongmin.
Yoo Tak (44) - Gyeongsang Province commander, named chancellor by King Gongmin in Ep44. Known as "Lord Goheung."
Lee In Im (44) - Lee In Bok's brother; named Commissioner of the Three Censorates by King Gongmin in Ep44. Appointed "Director of the Left" by Gongmin in Ep53. In Ep54 he says he works for the Chancellery of State Affairs; also he's appointed by SD to be Grand Commander of the Northwest Region, at least temporarily (not clear). Given a promotion to an unspecified high position in Ep60.
Lee Chun Bu (44) - Named by King Gongmin to a position described as "in charge of the State Council" (not sure what that means exactly). Appointed "Director of the Right" by Gongmin in Ep53. Executed by Lee Seong Gye's soldiers in Ep60 for being one of SD's loyalists.
Kim Sa Seong (45) - A former merchant who's given a position in the Board of Taxation.
Kim Sok Myeong (52) - Inspector General, and Kim Won Myeong's brother.
Yeom Pak (sp?) (52) - Junior official seen talking with Lee Saek in Ep52.
Noh Suk (53) - Military officer (Gongmin called him "commander-in-chief") beaten violently by Gongmin at the end of Ep53. Dies when the beating stops at the start of Ep54.
Gi Hyeon, Lee In (56) - First seen apparently as two of Won Hyeon's subordinate inspectors, traveling with Won to the assassin army training camp in Ep56. In Ep57 we learn that Gi is vice minister at the Board of Punishment. Gi is executed in Ep57.
OTHERS
An Dochi (1): Longtime eunuch of Prince Gangneung / King Gongmin. Killed by Kim Yong's troops in Ep43 while impersonating King Gongmin to ensure Gongmin's safety. In Ep45 we learn that he was posthumously awarded the title of Daebu (Senior Official) by Gongmin.
Choi Man Saeng (1): Eunuch serving King Chungmok as of 1347 and continuing in the palace up through King Gongmin.
Lady Kim: (2, identified 21): Queen Dowager Myeongdeok's lead attendant. Goes to work for Noguk at the QD's instruction beginning in Ep27.
Pyeonjo's mother (3): Seen only in flashback. A slave at Okcheon Temple.
Heo Eun Young (3): A young woman rescued by Pyeonjo and Won in Ep3 when government troops tried to seize her for deportation to the Yuan. Dies in Ep3 after giving birth.
Heo Eun Young's mother and father (3): Killed by government troops in Ep3 because of their daughter's failure to surrender herself (whether or not they aided it, we don't know).
"Auntie" (4): An older woman living near Gaetae temple who was friendly with Pyeonjo's mother; not a relative but Pyeonjo calls her "auntie." Killed by government troops in Ep61 for being associated with SD.
Lee Hyebi (4): Daughter of minister Lee Je Hyeon; chosen by Empress Dowager Myeongdeok in Ep4 to be Prince Gangneung's wife. Formally named as King Gongmin's first consort in Ep32.
Ban Ya (5, named 6): Heo Eun Young's daughter. Born in Gaetae Temple in Ep5. Mother dies afterwards. Adopted by Choseon in Ep 12. Becomes pregnant with Gongmin's child in Ep51...or is it Shin Don's? No one is sure. Killed by junior guards in Ep61 at Gongmin's order.
Lady Lee (7): Mother of Empress Gi and Gi Cheol. Identified in Ep20 as "Great Royal Consort Yeongang."
Lee Je Hyeon's wife (8): Hyebi's mother; name not given; identified only as "Lady Ikjae."
Choseon (12, identified 13): A woman who runs a family's tea-selling business in Gaegyeong. Master Wolseon knew her father. Adopts Ban Ya as a young girl. Sister to Jihyo. Becomes pregnant with SD's child. Killed by government troops in Ep61 for being associated with SD. (The troops return to the capital with the child; obviously, then, she gave birth, but we can't tell if the child is alive when seized. Appears not.)
Park Seobang (12, identified 31): The head subordinate of Choseon's tea business. Described in Ep32 subtitling as "Household Secretary (a sort of glorified butler)"--but his role for her is much more broad. Killed by government troops in Ep61 for being associated with SD.
Park Seobang's wife (?): Name never given; we had seen her at Choseon's and gradually it became clear that she was Park's wife. Killed by government troops in Ep61 for being associated with SD.
Pyeonjo's father (16): A government official, likely retired by the time we first meet him; name not given; owns a small estate in the countryside.
Kim Cheom Su (18): Dagger-throwing assassin employed by Lee In Bok and Choi Young in Ep18 to kill Jo Il Shin.
Gi Ryun (19): Brother of Gi Cheol and Gi Won. Not sure if he has any role in government.
Choi Yu (23): An associate of Prince Deokheung. Identified in Ep26 as Lord Chwiseong. In Ep46, after an internal Yuan uprising, is taken prisoner by the Yuan, returned to Goryeo, and executed by Goryeo for plotting to put Prince Deokheung on the throne.

Shundi (3): Yuan emperor.
Empress Gi (3): Yuan empress. A native Goryean. Mother of Ayushiridara. In Ep38 she loses her power and is placed under house arrest after an internal uprising. In Ep47 we learn that her son led an action that removed the rebels and restored her to power.
Crown Prince Qunluan (3): Yuan crown prince. Mother was Dana Shili; was executed for treason. In Ep7 Qunluan claims that the treason charge was phony, concocted by Empress Gi. Exiled for alleged treason in Ep7. Loses crown prince title in Ep10.
Ayushiridara (3): Future Biligtu Khan. Son of Yuan Emperor Shundi and Empress Gi. Named crown prince in Ep10, replacing Qunluan.
"King of Wei" (3): King of the state of Wei, within the Yuan Empire; Botap Shili's father. Imprisoned in Ep23 for refusing to accept Ayushiridara as crown prince. Commits suicide by poison in Ep25.
Park Bulhwa (3): Empress Gi's advisor. Acts as a eunuch, but is identified in Ep11 as "Commissioner." In Ep23 Lee In Bok says that Park is of Goryean descent. In Ep33 he's referred to with the title Jajeongwonsa, which was defined as "Chief of the Jajeongwon, Empress Gi's financial apparatus." In Ep38 we learn that after an internal uprising in Yanjing he was removed from his position and exiled, for his role in attempting to put Prince Deokheung on the Goryeo throne. As of Ep47 he's back in his position, though, following Empress Gi's restoration to power.
Honghwa (5, identified 7): Botap Shili's attendant in Yanjing.
Oljei Bukha (10): Envoy who delivers imperial decree replacing King Chungjeong with Prince Gangneung in Ep10.

Master Wolseon (3): Senior monk at Gaetae Temple. Dies of old age in Ep37.
Deokun (3, identified 5): Wolseon's assistant at Gaetae Temple. Later moves to the Royal Temple. Killed by government troops in Ep61 for being associated with SD.
Gong Cheol (13): Monk first seen earning money for a group of homeless children and elders in Gaegyeong. Later works as an inspector for the Directorate for Farmland Reclamation.

Yeongdo Cheom Ui (1): First Rank Senior Chancellor under King Gongmin as of 1371; also in an unspecified high office as of 1356.
Gi Cheol / Lord Deokseong (1): Brother of Yuan Empress Gi; minister under King Chungmok; appears to be of highest rank, as of Ep2. In Ep18 we learn that his official title given by the Yuan emperor is "Vice Grand Councilor of the Eastern Expedition Headquarters." Exiled to Ganghwa Island by Gongmin in Ep22 for crimes against the state. Executed at Gongmin's order in Ep29.
Gi Won (1): Government official of unknown rank under King Chungmok as of 1347. Presumably related to Gi Cheol. Killed by forces loyal to Jo Il Shin in Ep17.
Lee Je Hyeon / Lord Ikjae (1): Government official of unknown rank under King Chungmok as of 1347. Named "Chief Director of Deliberation" (replacing Yoon Shi Woo) by King Gongmin in Ep14, in 1351. Referred to as "the Administrator" in Ep32. Referred to as "Assistant Administrator" in Ep36. Resigns in Ep36. In Ep55 we learn from his daughter Hyebi that he is dead.
Yeom Je Shin (2): Government official of unknown rank under King Chungmok as of 1347. Identified as chancellor as of Ep5 under King Chungjeong in 1348. Identified in Ep14 as Chief Minister of Financial Affairs. Referred to as "the Vice Minister" in Ep32. Referred to as "Assistant Administrator of the Left" in Ep35. Resigns in Ep36 but later returns and is chancellor in Ep37. Referred to as "Lord Gokseong" in Ep40. Replaced as chancellor by Hong Eon Bak in Ep41.
Kim Yong (3): Government official of unknown rank under King Chungmok as of 1347. First seen visiting Prince Gangneung in Yanjing. Named Royal Chief of Security by King Gongmin in Ep14, in 1351. Sentenced to a prison term and a demotion by Gongmin in Ep19 for complicity in Jo Il Shin's insurrection. Referred to as "Lord Anseong" in Ep28. Named chief marshal of the army by Gongmin in Ep39. Stripped of that position by Gongmin in Ep40, but later given the position of Marshal Commander, which is in charge of security in the capital. Executed by Choi Young and his troops in Ep43 for treason and attempting to murder King Gongmin.
Jo Il Shin (3): Government official of unknown rank under King Chungmok as of 1347. First seen visiting Prince Gangneung in Yanjing. Named Manager of Affairs for the Council of Deliberation by King Gongmin in Ep14, in 1351. Named Assistant Administrator by Gongmin in Ep17. Named Chief Administrator by Gongmin in Ep18, but this apparently was just a temporary gesture of gratitude. Killed by forces loyal to Gongmin in Ep18, with Gongmin's unofficial consent because of his insurrection attempt.
Jung Se Woon (3): Government official of unknown rank under King Chungmok as of 1347. First seen visiting Prince Gangneung in Yanjing. Given an unidentified high position (described only as "in charge of maintaining peace and order in the capital"; later in the episode he's addressed by Lee Je Hyeon as "Grand Manager") by King Gongmin in Ep14, in 1351. Loses his Grand Manager position when Jo Il Shin gives it to Jeon Cheon Gi in Ep18, but gets it back after Jo's insurrection fails. Referred to as "Chief Minister" in Ep37. Referred to as "Vice Councilor" in Ep39. Named Chief Marshal by Gongmin in Ep40. Attacked by generals An, Lee and Kim in Ep41 (who were duped by a forged royal edict) and dies at the start of Ep42.
Yoon Shi Woo (4): Government official of unknown rank as of 1348. Brother of Lady Yoon. Given position of "Chief Deliberator of State Affairs" in Ep7.
Lee In Bok / Lord Seongsan (9): Government official of unknown rank under King Chungjeong in 1349. Identified as "Chief Remonstrator" in Ep18. In Ep44 we learn he's the inspector general.
Choi Young (9): Associate of Lee In Bok. In Ep13 we see him in a military uniform. As of Ep38 he's the Provisional Military Governor of the Northwest Region. In Ep44 King Gongmin names him co-supervisor of the Royal Secretariat, in charge of overseeing the Board of Military Affairs. In Ep46 he's named "Manager of Affairs," a civil position that I believe is equivalent to Mayor of Gaegyeong. In Ep50 is demoted and sent to the Gyerim regional outpost. In Ep57 we see him with three high officials meeting with Gongmin; he's dressed in the same robe, suggesting he was reinstated to a high position...but it was never explained. In Ep60 he presents Gongmin with proposed personnel changes, including naming himself as "Manager of Affairs," a new military command position; Gongmin approves that change.
Kwon Gyeom / Lord Bokan (14): Councilor of unidentified rank. First seen with Gi Cheol's inner circle at the training site of Gi's private guards.
Noh Chaek / Lord Kyeongyang (14): Councilor of unidentified rank. First seen with Gi Cheol's inner circle at the training site of Gi's private guards.
Jeon Cheon Gi (16): A former Grand Manager who was demoted at some former time to Jeju magistrate. We meet him as one of Jo Il Shin's subordinates. Reinstated by Jo as Grand Manager; identified as such in Ep18. Executed in Ep19 after Jo Il Shin's insurrection was defeated (although the execution was probably at the orders of the Yuan envoy who was visiting at the time).
Choi Hwa Sang (16): Associate of Jo Il Shin. Position unknown. Killed by Jo in Ep17.
Jo So Saeng (21): Chief general of the Ssangseong Commandery, a territory in the north.
Lee Ja Chun (21): Chief of guards of the Ssangseong Commandery; rank of general. Father of Lee Seong Gye. Named Grand Chief Marshal by King Gongmin in Ep34. As of Ep38 he's the Provisional Military Governor of the Northeast Region. Dies in Ep39 (cause not specified).
Lee Seong Gye (21): A Goryean soldier serving at Ssangseong Commandery. Son of Lee Ja Chun. The future King Taejo, founder of the Chosun Dynasty. Named Military Commander of the Northeast Region in Ep41. Named Chief Marshal of the Northeast Region in Ep50. Named "Commissioner of State Affairs" in Ep60.
Kim Won Myeong (22): Identified as Chief Inspector; seems to be in a law enforcement investigator role. In Ep45 we learn that he's now the head of the Board of Taxation. In Ep50 he's given the military authority that was taken from Choi Young. In Ep52 he's charged with treason for conspiring to kill SD; is flogged and exiled, and is later killed by an assassin.
In Dang (30): General named by Gongmin as Military Commander of the Western Region in Ep30. (Refers to the northern territories.) In Ep34 we learn that he was beheaded by order of King Gongmin.
Yoo In Woo (30): General named by Gongmin as Military Commander of the Eastern Region in Ep30. (Refers to the northern territories.) In Ep34 he's taken away and ordered beheaded by King Gongmin.
Jo Dochi (31): Adjutant to commander Jo So Saeng at Ssangseong Commandery. Killed by In Dang in Ep31.
Kang Jung Gyeong (31): Subordinate general serving under In Dang in the northwest territories. Executed by In in Ep31.
Choi Cheol Yong (32) – Magistrate of a rural district in between Gaegyeong and Gaetae Temple. Greets Pyeonjo in Ep32.
Gyeong Cheon Heung (34) - Chief Supervisor of the Royal Secretariat. Resigns in Ep36 but later returns. In Ep44 is named by King Gongmin as Commanding General of the Northwest Region for an attempted takeover of Liaodong (despite having no military background). In Ep52 he's charged with treason for conspiring to kill SD; is flogged and exiled. Later returns to the government and by Ep61 he's chancellor.
Kim Mun Su (35) - Minister of the Board of Rites.
Lee Saek (38) - Council member as of 1361. In Ep39 he's identified as "jwaseungseon," which means "Left Pacification Commissioner." In Ep44 he's co-supervisor of the Royal Secretariat, in charge of overseeing royal court matters. As of 58 he's chancellor.
An Woo, Lee Bang Shil, and Kim Deuk Bae (40) - Generals in the army.
Hong Eon Bak (41) - Cousin of King Gongmin; named chancellor to replace Yeom Je Shin in Ep41. Executed by Kim Yong's troops in Ep43 during their attempt to kill King Gongmin.
Yoo Tak (44) - Gyeongsang Province commander, named chancellor by King Gongmin in Ep44. Known as "Lord Goheung."
Lee In Im (44) - Lee In Bok's brother; named Commissioner of the Three Censorates by King Gongmin in Ep44. Appointed "Director of the Left" by Gongmin in Ep53. In Ep54 he says he works for the Chancellery of State Affairs; also he's appointed by SD to be Grand Commander of the Northwest Region, at least temporarily (not clear). Given a promotion to an unspecified high position in Ep60.
Lee Chun Bu (44) - Named by King Gongmin to a position described as "in charge of the State Council" (not sure what that means exactly). Appointed "Director of the Right" by Gongmin in Ep53. Executed by Lee Seong Gye's soldiers in Ep60 for being one of SD's loyalists.
Kim Sa Seong (45) - A former merchant who's given a position in the Board of Taxation.
Kim Sok Myeong (52) - Inspector General, and Kim Won Myeong's brother.
Yeom Pak (sp?) (52) - Junior official seen talking with Lee Saek in Ep52.
Noh Suk (53) - Military officer (Gongmin called him "commander-in-chief") beaten violently by Gongmin at the end of Ep53. Dies when the beating stops at the start of Ep54.
Gi Hyeon, Lee In (56) - First seen apparently as two of Won Hyeon's subordinate inspectors, traveling with Won to the assassin army training camp in Ep56. In Ep57 we learn that Gi is vice minister at the Board of Punishment. Gi is executed in Ep57.
OTHERS
An Dochi (1): Longtime eunuch of Prince Gangneung / King Gongmin. Killed by Kim Yong's troops in Ep43 while impersonating King Gongmin to ensure Gongmin's safety. In Ep45 we learn that he was posthumously awarded the title of Daebu (Senior Official) by Gongmin.
Choi Man Saeng (1): Eunuch serving King Chungmok as of 1347 and continuing in the palace up through King Gongmin.
Lady Kim: (2, identified 21): Queen Dowager Myeongdeok's lead attendant. Goes to work for Noguk at the QD's instruction beginning in Ep27.
Pyeonjo's mother (3): Seen only in flashback. A slave at Okcheon Temple.
Heo Eun Young (3): A young woman rescued by Pyeonjo and Won in Ep3 when government troops tried to seize her for deportation to the Yuan. Dies in Ep3 after giving birth.
Heo Eun Young's mother and father (3): Killed by government troops in Ep3 because of their daughter's failure to surrender herself (whether or not they aided it, we don't know).
"Auntie" (4): An older woman living near Gaetae temple who was friendly with Pyeonjo's mother; not a relative but Pyeonjo calls her "auntie." Killed by government troops in Ep61 for being associated with SD.
Lee Hyebi (4): Daughter of minister Lee Je Hyeon; chosen by Empress Dowager Myeongdeok in Ep4 to be Prince Gangneung's wife. Formally named as King Gongmin's first consort in Ep32.
Ban Ya (5, named 6): Heo Eun Young's daughter. Born in Gaetae Temple in Ep5. Mother dies afterwards. Adopted by Choseon in Ep 12. Becomes pregnant with Gongmin's child in Ep51...or is it Shin Don's? No one is sure. Killed by junior guards in Ep61 at Gongmin's order.
Lady Lee (7): Mother of Empress Gi and Gi Cheol. Identified in Ep20 as "Great Royal Consort Yeongang."
Lee Je Hyeon's wife (8): Hyebi's mother; name not given; identified only as "Lady Ikjae."
Choseon (12, identified 13): A woman who runs a family's tea-selling business in Gaegyeong. Master Wolseon knew her father. Adopts Ban Ya as a young girl. Sister to Jihyo. Becomes pregnant with SD's child. Killed by government troops in Ep61 for being associated with SD. (The troops return to the capital with the child; obviously, then, she gave birth, but we can't tell if the child is alive when seized. Appears not.)
Park Seobang (12, identified 31): The head subordinate of Choseon's tea business. Described in Ep32 subtitling as "Household Secretary (a sort of glorified butler)"--but his role for her is much more broad. Killed by government troops in Ep61 for being associated with SD.
Park Seobang's wife (?): Name never given; we had seen her at Choseon's and gradually it became clear that she was Park's wife. Killed by government troops in Ep61 for being associated with SD.
Pyeonjo's father (16): A government official, likely retired by the time we first meet him; name not given; owns a small estate in the countryside.
Kim Cheom Su (18): Dagger-throwing assassin employed by Lee In Bok and Choi Young in Ep18 to kill Jo Il Shin.
Gi Ryun (19): Brother of Gi Cheol and Gi Won. Not sure if he has any role in government.
Choi Yu (23): An associate of Prince Deokheung. Identified in Ep26 as Lord Chwiseong. In Ep46, after an internal Yuan uprising, is taken prisoner by the Yuan, returned to Goryeo, and executed by Goryeo for plotting to put Prince Deokheung on the throne.
Kwon Gyeom (identified 25, seen earlier): An associate of the Gi clan. Referred to as Lord Bokan in Ep29. Executed in Ep29.

Empress Gi (3): Yuan empress. A native Goryean. Mother of Ayushiridara. In Ep38 she loses her power and is placed under house arrest after an internal uprising. In Ep47 we learn that her son led an action that removed the rebels and restored her to power.
Crown Prince Qunluan (3): Yuan crown prince. Mother was Dana Shili; was executed for treason. In Ep7 Qunluan claims that the treason charge was phony, concocted by Empress Gi. Exiled for alleged treason in Ep7. Loses crown prince title in Ep10.
Ayushiridara (3): Future Biligtu Khan. Son of Yuan Emperor Shundi and Empress Gi. Named crown prince in Ep10, replacing Qunluan.
"King of Wei" (3): King of the state of Wei, within the Yuan Empire; Botap Shili's father. Imprisoned in Ep23 for refusing to accept Ayushiridara as crown prince. Commits suicide by poison in Ep25.
Park Bulhwa (3): Empress Gi's advisor. Acts as a eunuch, but is identified in Ep11 as "Commissioner." In Ep23 Lee In Bok says that Park is of Goryean descent. In Ep33 he's referred to with the title Jajeongwonsa, which was defined as "Chief of the Jajeongwon, Empress Gi's financial apparatus." In Ep38 we learn that after an internal uprising in Yanjing he was removed from his position and exiled, for his role in attempting to put Prince Deokheung on the Goryeo throne. As of Ep47 he's back in his position, though, following Empress Gi's restoration to power.
Honghwa (5, identified 7): Botap Shili's attendant in Yanjing.
Oljei Bukha (10): Envoy who delivers imperial decree replacing King Chungjeong with Prince Gangneung in Ep10.
Khulan Thulan Temur (19): Envoy who leads delegation to Goryeo following Jo Il Shin's insurrection.
