i've a question. at the end, what does Yi Soon-shin say that causes an uproar among the officers? all i saw was he said something about a training facility.

He said that he couldn't spare any men to leave the base and go to the training facility. I.e., non of his men will get a chance to advance in rank.

I wonder why he does say that. But after watching this show for so long and getting to know YSS, I'm pretty sure he has a really good reason for it.

It's not training facility but Gwa-geo, the highest level national examination to recruit ranking officials.
In December, 1593, King Sun-jo sent the Crown prince to Jeon-ju, the capital city of Cholla province, to recruit new military officials through Gwa-geo.
The Gwa-geo (national examination) was carried out by the royal orders. If any military official refuses to send his men who apply for the examination, it can be considered as disobedience to the king, that is, high treason.
However, YSS did it. It's historically true that he refused to send his men to Jeon-ju. The reason will be explained in Ep. 84. (I love the episode)
