IAPD3000 pointed out, too, that Hideyoshi would have demanded Dodo's suicide, but the Minister saw it as a chance to learn from Dodo about the new opponent, and decided to unleash Dodo's rage, as it were, into defeating said opponent.
I know you're not interested in Japanese history or culture, but I hope this helps a little bit! By the way, even though the episode already aired, not everyone may have seen it yet (depending on where they live, or if they missed seeing it) so you have to treat any info that's crucial to an episode as a possible spoiler, so you don't ruin it for others. It's just common courtesy, you know?
