Why is Yi Soon Shin not attacking the Japanese yet? They have taken over all of Kyungsang do and will march to the palace. Why isn't Yi Soon Shin aiding Won Kyun? Why? What's the reason? I do not understand. Is Yi Soon Shin afraid? Why does he wait for the King's order to move the troops? Why?

Fear not. Yi Soon-shin's grand master plan will be revealed in ... Episode 61. But keep in mind that the Left Cholla Navy has 24 ships, while the Japanese have 900. When you're up against odds like that you tend to be a bit conservative in your strategy.

1. At the beginning of war, Chosun was in a state of chaos so he couldn't get information(detailed enough to make a decision) from the front promptly. 2. Therefore, he had no choice except requesting & awaiting order(permission to mobilize his fleet) from the capital.

Unlike their Japanese counterparts, Chosun's military commanders should wait for king's order before they move their troops. If they move beyond their jurisdiction without king's permission, they may be executed as a traitor. YSS already asked permission of the king to go to Kyoungsang province and was waiting for the answer.
He was also gathering information about the Japanese invaders such as "How many ships they have?" "Where the ships are lying at anchor?" "What kinds of weapons they have?" etc.
