There are a number of views.
One, he really thought that Japan wouldn't invade.
Two, he thought they would, but because of political faction he was in, he had to oppose Hwang Yungil.
Three, he thought they would, but was afraid to cause an anxiety in the court.

Probably # two is the right story...
