This will be the usual list of all of the named characters appearing in the series as of the current episode. Same thing that I've done for many previous historicals here. The numbers in parentheses are the episode numbers of each character's debut.
Unfortunately KBS is not translating the names of most of the characters when they're shown onscreen in Korean, and the names flash quickly and in a very small font. So there likely will be mistakes or omissions here. But I'll do my best.
NOTE: This roster will become LOADED with spoilers as the series progresses, so don't look at it if you're watching an earlier episode and want to avoid spoilers.

Mokjong (1) – Seventh emperor of Goryeo. Stripped of power by Kang Jo in Ep3 and executed by Kang's soldiers.
Yoo Haeng Gan (1) – Mokjong’s male companion. Junior official of some sort. Executed by Kang Jo in Ep3.
Yoo Jin (1) – Chancellor in the Goryeo government, Junior 2nd Rank. Identified in Ep6 as Left Senior Executive of State Affairs, so he's been promoted at some point. Rsigns his post in Ep10 due to differences of opinion with Hyeonjong. In Ep16 Hyeonjong names him Second Rank Palace Secretariat.
Chae Chungsoon (1) – Goryeo Minister of Defense. As of Ep11 he has a different position; his title is given as Privy Council Officer. Reappointed to that role by Hyeonjong in Ep16.
Choi Sa We (1) – Goryeo offiical, Senior Fourth Rank of Finance. Named Supervising Commander in Ep5, in preparation for Khitan invasion. In Ep16 Hyeonjong names him Junior Second Rank Advisor. In Ep29 he has the title Deputy Chancellor.
Kang Jo (1) – Temporary Government Officer, Northwest region. First seen at Heunghwajin Fortress on the Yalu River border. Named Palace Head Secretary in Ep4. Appointed field commander in Ep5 in preparation for Khitan invasion. Captured by the Khitan army in Ep7 and executed by the Khitan emperor in Ep8.
Yang Kyu (1) – Military officer serving in the Northwest region. First seen at Heunghwajin Fortress on the Yalu River border. As of Ep5 he's assumed Kang Jo's title of Temporary Government Officer. Killed in battle by Khitan archers in Ep16. Later in Ep16 Hyeonjong gives him the honorary posthumous title of Minister of Works.
Won Jongseok (1) – Civil official in the Northwest region. First seen at Heunghwajin Fortress on the Yalu River border. Later we see he's the top official in Seogyeong Fortress. Killed in Ep10 by Goryeo soldiers for working with the enemy to surrender Seogyeong Fortress.
Cheonchu (1) - Queen Dowager. Mokjong’s mother.
Wang Sun / Prince Daeryongwan (1) – The future Emperor Hyeonjong. First seen wearing monk’s clothes and living (under orders) at Sinhyeol Temple at Mount Samgak. Becomes emperor in Ep3. In Ep28 he says that his mother died during his birth.
Beob Gong (1) – Young boy, Wang Sun's companion.
Temple Cat (1) - Name not given. Ginger tom. Dies in Ep2 from eating poisoned food meant for Wang Sun.
Wang Hyun f/k/a Kim Hyun (1) – Son of Cheonchu and Kim Chiyang. Given the royal name Wang by Cheonchu in Ep1. Executed in Ep3 by Tak Sachong during Kang Jo's invasion of the palace.
Jin Gwan (1) – Head monk at Sinhyeol Temple.
Kim Chiyang (1) – Right Senior Executive. Cheonchu's lover. Executed in Ep3 by Tak Sachong during Kang Jo's invasion of the palace.
Cho Won (1) - Local lord, Seogyeong region. We see him in a military officer role in Ep7. In Ep9 he's referred to as Deputy Mayor. In Ep18 he's in the capital working alongside No Jeon. In Ep25 we see him in a state council meeting, providing Khitan scouting information directly to Hyeonjong, so he obviously has a very high ranking position.
Gang Mincheom (1) – Official in Seogyeong. In Ep7 he's identified as commander of Aesoojin. In Ep16 Hyeonjong appoints him to be Officer of Rites. In Ep29 we see him in the northwest and he has the title of "Head General."
Yoo Bang (1) – Fourth Rank general. In Ep16 Hyeonjong names him Minister of Defense. In Ep23 we learn that he has Junior Second Rank. Also in Ep23 Hyeonjong names him Field Legislator of the Northwest, in preparation for an anticipated Khitan invasion.
Court Lady Choi (1, identified 2) – Trusted attendant to Cheonchu.
Lee Hyunwoon (1, identified 2) - Deputy Commander, Northwest region. As of Ep5 his title is Palace Deputy Secretary, and he's named one of two deputy field commanders (with Jang Yeonwoo) in preparation for Khitan invasion. Upon being captured by the Khitan army in Ep8, switches sides under the emperor's threat of death. Ambushed and killed by Dae Dosoo in Ep13.
Kang Gamchan (1, identified 2) – First seen pre-flashback in Ep 1 as a military commander. In Ep2 he’s an appointed judge of low rank (5th) at a remote village in the north. In Ep4 he's reassigned to be Deputy Minister of Rites. In Ep16 Hyeonjong names him Third Rank Hallim Academician. In Ep17 we're told that he's a regional lord from Geumju and is described as “one of the ten most powerful regional lords." Later in Ep17 Hyeonjong fires him for insubordination. Hyeonjong reinstates him in Ep21. In Ep23 Hyeonjong names him Field Commander of the Northeast. In Ep29 he has the title Vice Censor-in-Chief. Later in Ep29 we see him in the northwest and he has the title Field Commander of the Northwest. Later in Ep29 Hyeonjong names him supreme commander of the upcoming war against Khitan. Retires from public service at the end of Ep32.
Kim Sookheung (1, identified 2) – Goryeo soldier. Arrested and imprisoned in Ep1 for disregarding orders and crossing the Khitan border to chase a fleeing spy. It’s suggested that he seeks revenge against the Khitan for killing his father. Freed and sent to Guizhou (Gwiju) in Ep2. In Ep4 we see he's a sergeant-level officer, leading troop training. In Ep6 he's identified as a "Seventh Rank Officer of Gwiju." Killed in battle by Khitan archers in Ep16. Later in Ep16 Hyeonjong gives him the honorary posthumous title of General.
Hwangbo Yu Eui (1, identified 3) - Officer of the "Institute of Palace Miscellaneousness," an oddly Anglicized title that involved being in charge of palace assemblies and ceremonies. As of Ep12 his title is Assistant Field Legislator. In Ep16 Hyeonjong names him Officer of the Inspector General. In Ep25 we learn that he's gotten a promotion (not specified). In Ep26 he and Jang Yeon Woo are exiled by Hyeonjong (under pressure from rebellious military officers) for a proposal they submitted that the military opposed. In Ep29 we see a flashback, apparently very recent, that shows him and Jang freed from exile and back at work. We also learn that Jang has resigned from his job and is leaving the capital, and it appears that Hwangbo has succeeded Jang as Inspector General.
Kim Jonghyun (1, identified 2) – Officer working with Kang Gamchan. In Ep12 he's assistant secretary to the governor of Chungju. In Ep28 he's in Seogyeong and has the title "Investigating Censor." Lee Jujeong (2) – Senior government official.
Mrs. Kang Kamchan (2) – Only identified as his wife.
Choi Choong (2) - Officer subordinate to Kang Jo in the Northwest region. In Ep7 he's serving as administrator of the main military camp. In Ep29 he has the title Political Affairs Officer.
Jeong Seong / Jung Sung (2) – Military officer at Heunghwajin Fortress. As of Ep23 (and likely earlier) he's the commander.
Chengtian (2) – Khitan Empress Dowager. In Ep4 we learn that she's passed away.
Yelu Longxu (2) – Sixth ruler of the Khitan Empire.
Xiao Paiya (2, identified 4) - Khitan commander. In Ep21 the Khitan emperor addresses him with the title "King of the Lanling Commandery."
Han Qi / Han Gi ((2, identified 4) - Khitan official. Identified in Ep9 as Fifth Rank Officer of the Office of Ceremonies.
Choi Hang (2) – Government official, title of Lord. Appears he may be Minister of Rites. As of Ep8 has the title of Chancellory Scholar. Reappointed to that role by Hyeonjong in Ep16.
Royal Preceptor (3) - Name not given.
National Preceptor (3) - Name not given.
Tak Sajeong (3) - Officer. In Ep9 his title is Northeast Temporary Government Officer. In Ep16 Hyeonjong names him Right Secretariat--Chancellery. Removed from office and banished by Hyeonjong in Ep20 (we weren't told to where).
Ha Gongjin (3) - Subordinate officer. Identified in Ep12 as former Left Director of State Affairs. We learn in Ep12 that he had been exiled for some unstated reason. Is brought back into service and in Epxx goes into Khitan to deliver an official document. Executed at the Khitan emperor's order in Ep23 for helping Kim Eunbu to escape from Khitan captivity.
Yang Hyub (4) - Palace Royal Secretary.
Ji Chaemoon (4) - Commanding general serving in Hwaju Region (northeast). Given a Fourth Rank General title by Hyeonjong in Ep16.
Dae Dosoo (4) - Commanding general serving in Hwaju region (northeast). Later caught and taken prisoner by the Khitan but kept alive. Killed by Khitan soldiers in Ep13 after Dae ambushes and kills Lee Hyunwoon.
Empress Wonjeong (4) - Princess / royal descendant who's married to Hyeonjong in Ep4 (we don't see it). Dies of an unspecified illness in Ep29.
Empress Wonhwa (4) - Princess / royal descendant who's married to Hyeonjong in Ep4 (we don't see it).
Yelu Pennu (4) - Khitan officer. Title of Spearhead Commander. Killed by Goryeo forces along with 10,000 of his men in Ep15.

In EP18 he and other local lords who brought supplies to the capital to help with its rebuilding are granted positions in the Office of Civil Engineering. In Ep20 we learn that his specific title is Seventh Rank Officer of Civil Engineering. In Ep26, after masterminding the military coup led by Choi Jil and Kim Hoon, he becomes Governor of the Capital District. Killed by Ji Chaemoon in Ep29 as he tries to fire an arrow to kill Hyeonjong.
Park Seok (5, identified 9) - Son of Park Jin, who goes off to war in Ep5. In Ep9 his dead body is brought home.
Kim Eunbu (5) - Commander of Gongju region, in the south. In Ep17 Hyeonjong brings him to the capital and appoints him Deputy Minister of Punishments. In Ep29 we learn that he passed away, and we get a brief flashback of him apparently dying as Hyeonjong promises him that he'll marry his two younger daughters (which, back in real time, we see that Hyeonjong has).
Lady Kim (5) - Kim Eunbu's daughter. The future Empress Wonseong.
Cho Rong (5) - A random child who's in Heunghwajin Fortress with his family in Ep5.
Lady Yang (6) - Yang Kyu's wife.
Yang Dae Chun (6) - Yang Kyu's son.
Lady Kang (6) - Kang Jo's wife.
No Jeon (7) - General under Kang Jo in the northwest. Upon being captured by the Khitan army in Ep8, switches sides under the emperor's threat of death. Later switches sides back, providing the Khitan leaders with false scouting information about the Goryeo army and then successfully escaping back to Goryeo lines.
No Eui (7) - General under Kang Jo in the northwest. Upon being captured by the Khitan army in Ep8, switches sides under the emperor's threat of death.
Cho Chagi (9) - Mid-level officer in Seogyeong fortress. As of Ep17 he's in the capital and working alongside Kim Jonghyun.
Deok (9) - Captured Korean girl working as a servant in the Khitan military camp. In Ep16 a girl named Seok is reunited with her father in Heunghwajin fortress and it appears very much to be the same girl as Deok. This was not explained at all.
Lady Kim (14) - Kim Eunbu's second daughter. The future Empress Wonhye. In Ep29 we see her and learn that Hyeonjong has taken her as a wife.
Lady Kim (14) - Kim Eunbu's third daughter. The future Empress Wonpyeong. In Ep29 we see her and learn that Hyeonjong has taken her as a wife.
Chief Choi (14) - One of several local chieftans under Kim Eunbu's administration in Gongju. In Ep17 we learn that he used to lead Kim Eunbu's military unit.
southern village cat (14) - Spooks the emperor's party as they arrive in an abandoned village.

Court Lady Jung (identified 15, likely seen earlier) - Attendant who traveled south with Hyeonjong and Wonjeong.

Jung Sin Young (24) - General serving at (and possibly commanding) Heunghwajin Fortress. Seen only during a narrated text that acknowledged his leadership in repelling a Khitan attack in (according to the narrated text) October 1014.

Xiao Paiya (2, identified 4) - Khitan commander. In Ep21 the Khitan emperor addresses him with the title "King of the Lanling Commandery."
Han Qi / Han Gi ((2, identified 4) - Khitan official. Identified in Ep9 as Fifth Rank Officer of the Office of Ceremonies.
Choi Hang (2) – Government official, title of Lord. Appears he may be Minister of Rites. As of Ep8 has the title of Chancellory Scholar. Reappointed to that role by Hyeonjong in Ep16.
Royal Preceptor (3) - Name not given.
National Preceptor (3) - Name not given.
Tak Sajeong (3) - Officer. In Ep9 his title is Northeast Temporary Government Officer. In Ep16 Hyeonjong names him Right Secretariat--Chancellery. Removed from office and banished by Hyeonjong in Ep20 (we weren't told to where).
Ha Gongjin (3) - Subordinate officer. Identified in Ep12 as former Left Director of State Affairs. We learn in Ep12 that he had been exiled for some unstated reason. Is brought back into service and in Epxx goes into Khitan to deliver an official document. Executed at the Khitan emperor's order in Ep23 for helping Kim Eunbu to escape from Khitan captivity.
Yang Hyub (4) - Palace Royal Secretary.
Ji Chaemoon (4) - Commanding general serving in Hwaju Region (northeast). Given a Fourth Rank General title by Hyeonjong in Ep16.
Dae Dosoo (4) - Commanding general serving in Hwaju region (northeast). Later caught and taken prisoner by the Khitan but kept alive. Killed by Khitan soldiers in Ep13 after Dae ambushes and kills Lee Hyunwoon.
Empress Wonjeong (4) - Princess / royal descendant who's married to Hyeonjong in Ep4 (we don't see it). Dies of an unspecified illness in Ep29.
Empress Wonhwa (4) - Princess / royal descendant who's married to Hyeonjong in Ep4 (we don't see it).
Yelu Pennu (4) - Khitan officer. Title of Spearhead Commander. Killed by Goryeo forces along with 10,000 of his men in Ep15.
Yelu Dillu (4) - Khitan official.
Jang Yonwu / Yeon Woo (4) - Official; seems to be in a secretariat role. As of Ep5 his title is Deputy Minister of Defense and, he's named one of two deputy field commanders (with Lee Hyunwoon) in preparation for Khitan invasion. In Ep16 Hyeonjong names him Head of the Inspector General. In Ep25 we learn he's been promoted to chancellor. In Ep26 he and Hwangbo Yu Eui are exiled by Hyeonjong (under pressure from rebellious military officers) for a proposal they submitted that the military opposed. In Ep29 we see a flashback, apparently very recent, that shows him and Hwangbo freed from exile and back at work. We also learn that he has resigned from his job and is leaving the capital.
Park Jin (5) - Local lord of one of the outlying regions, I'm not sure which. In Ep5 we learn that his eldest son died in a previous Khitan invasion. In EP18 he and other local lords who brought supplies to the capital to help with its rebuilding are granted positions in the Office of Civil Engineering. In Ep20 we learn that his specific title is Seventh Rank Officer of Civil Engineering. In Ep26, after masterminding the military coup led by Choi Jil and Kim Hoon, he becomes Governor of the Capital District. Killed by Ji Chaemoon in Ep29 as he tries to fire an arrow to kill Hyeonjong.
Park Seok (5, identified 9) - Son of Park Jin, who goes off to war in Ep5. In Ep9 his dead body is brought home.
Kim Eunbu (5) - Commander of Gongju region, in the south. In Ep17 Hyeonjong brings him to the capital and appoints him Deputy Minister of Punishments. In Ep29 we learn that he passed away, and we get a brief flashback of him apparently dying as Hyeonjong promises him that he'll marry his two younger daughters (which, back in real time, we see that Hyeonjong has).
Lady Kim (5) - Kim Eunbu's daughter. The future Empress Wonseong.
Cho Rong (5) - A random child who's in Heunghwajin Fortress with his family in Ep5.
Lady Yang (6) - Yang Kyu's wife.
Yang Dae Chun (6) - Yang Kyu's son.
Lady Kang (6) - Kang Jo's wife.
No Jeon (7) - General under Kang Jo in the northwest. Upon being captured by the Khitan army in Ep8, switches sides under the emperor's threat of death. Later switches sides back, providing the Khitan leaders with false scouting information about the Goryeo army and then successfully escaping back to Goryeo lines.
No Eui (7) - General under Kang Jo in the northwest. Upon being captured by the Khitan army in Ep8, switches sides under the emperor's threat of death.
Cho Chagi (9) - Mid-level officer in Seogyeong fortress. As of Ep17 he's in the capital and working alongside Kim Jonghyun.
Deok (9) - Captured Korean girl working as a servant in the Khitan military camp. In Ep16 a girl named Seok is reunited with her father in Heunghwajin fortress and it appears very much to be the same girl as Deok. This was not explained at all.
Lady Kim (14) - Kim Eunbu's second daughter. The future Empress Wonhye. In Ep29 we see her and learn that Hyeonjong has taken her as a wife.
Lady Kim (14) - Kim Eunbu's third daughter. The future Empress Wonpyeong. In Ep29 we see her and learn that Hyeonjong has taken her as a wife.
Chief Choi (14) - One of several local chieftans under Kim Eunbu's administration in Gongju. In Ep17 we learn that he used to lead Kim Eunbu's military unit.
southern village cat (14) - Spooks the emperor's party as they arrive in an abandoned village.
Bo Ryang (14) - Goryeo officer.
Court Lady Jung (identified 15, likely seen earlier) - Attendant who traveled south with Hyeonjong and Wonjeong.
Park Seom (16) - Goryeo official first seen in a state council meeting, at which Hyeonjong names him Third Rank of the Marine.
Choi Gu (17) – Official with the title of Director of Defense. First seen and identified during a state council meeting in Ep17.
Park Young (17) – Park Jin’s nephew. In Ep17 Jin tells Young that he wants to become his (Jin's) adoptive father, and Jin accepts. In Ep28 Park Jin strangles him to death after learning that Young has turned against him.
Dae Do Soo's wife (identified 17, possibly seen earlier) - Name not given.
Chungju regional governor (18) - Name not given.
Kang Gamchan's mother (19) - Seen only in a flashback in Ep19 with her infant son.
Do Yong Soo (24) - Deputy general in the northeastern region.
Lee Ja Rim (24) - Defense commander of Hwaju city. Sixth-rank civil official. In Ep27 Hyeonjong names him Executive Assistant of Seogyeong.
Cho Eul Du / Chu Yidou (24) - Jurchen chief.
Lee Hyon / Hyun (24) - Military officer working under Ji Chaemoon. In Ep25 we learn that his title is Deputy General.
A Ri Ta (24) - Chief of a Jurchen tribe that attacked a border village and killed Goryeo residents. Killed by Do Yong Soo in Ep24 as the Goryeo army retaliates by wiping out the tribe.
Jung Sin Young (24) - General serving at (and possibly commanding) Heunghwajin Fortress. Seen only during a narrated text that acknowledged his leadership in repelling a Khitan attack in (according to the narrated text) October 1014.
Court Lady Choi (identified 26, seen earlier) - Attendant serving Lady Kim. Younger woman, not Cheonchu's Court Lady Choi seen in the first episodes.
Wang Heum / the future King Deokjong (29) - First child of Hyeonjong and Lady Kim / Empress Wonseong. Seen as a toddler.
Hyun Duk (32) - One of the soldiers fighting in the Kwiju battle in Ep32.
