We open at the inner courtyard of Choi Choong-hon's home with Jin Jae holding his sword to the neck of CCH.
CCH is very calm. He asks JJ what he plans to do after he kills him. Take power for himself? How will killing CCH solve anything? JJ responds by asking CCH why he rose up, deposed the emperor and killed his own brother if he wasn't going to change anything
There is a fight scene between JJ's men and CCH's men in the outer courtyard. Woo shows up with some men.
JJ gives CCH back the dagger that CCH had given him and asks him to take his own life with it. CCH asks if the emperor is behind the attack. JJ says he is doing it on his own. CCH says he was expecting JJ to show up that night and that he knew that Noh Suk-Soong and Kim Yag Jin were invited to Lotus's to get them out of the way.
Woo and his men break in to where JJ and CCH are talking. Woo yells at JJ. JJ slashes CCH with his sword and runs. CCH falls to the ground. But he gets up. Only his clothes were cut. Woo tells him that he was lucky. CCH says that JJ only cut his clothes intentionally to sever their ties.
JJ fights CCH's men outside CCH's home. No one we know is among them. He does some flying martial arts moves. He dodges a bunch of spears before one gets him in the belly.
CCH meets with Woo, Suk-Soong and Yag Jin. Woo complains to SS and YJ about being fooled by JJ. They ask him why he didn't tell them when he knew about the plot beforehand. He says that they would just have tried to talk him out of suspecting JJ. CCH's main concern is to find out if the emperor is behind the plot.
CCH asks the council of ministers what they would do if the emperor were behind the plot.
CCH tells Lord Chung to find a suitable replacement emperor among the royal family.
The Emperor is upset that JJ failed. He wants to make sure that CCH does not suspect him so he tells Attendant Wang to ask CCH to come meet with him. When Wang talks to CCH, CCH tells him that he is too busy tracking down JJ. He will meet with the emperor after JJ has been captured and questioned.
The emperor tells his wife that he will endure any humiliation to bring down CCH.
CCH's mom asks him not to kill JJ. After she leaves his wife tells him that his mother is also concerned about how the strife is affecting their sons. That Woo and Hyung will fight with each other like CCH fought with his brother and nephew.
JJ is in a barn. He is still bleeding from the spear wound but has managed to change from his dark assassin clothes to white. He hears Duduel laugh at him. He stares at the wooden head. He thinks that his life has no meaning if he can not pursue the great cause. He holds his sword to his neck. Gen. Kim Chirae interrupts him and asks why he is trying to kill himself when the imperial house is in danger.
Chung reviews possible emperor's with CCH, but has a reason why each is not a good candidate. He tells CCH to take the throne for himself.
CCH says that the people have spent 300 years following the imperial family as heaven sent. If he took the throne, the aristocrats, the peasants and the priests of Koryo as well as the governments North and South China would oppose him.
The Emperor comes to visit CCH at his home. He says nice things and gives CCH a new estate. There are lots of people watching CCH and the Emperor sitting and talking. One of them is the mute assassin.
That night the emperor gets physically sick from self-contempt for having to be nice to CCH.
CCH tells Chung to stop his search for replacement emperors. The council of ministers show up. CCH asks them why they came to visit him. They thought that he had asked them to come. JJ had arranged for the ministers to go to CCH's house before giving himself up to Suk-Soong. JJ confesses to trying to kill CCH. He then makes a speech about his reasons. How he followed CCH faithfully; how he had even swung the sword that killed Choong-su because he believed that CCH was faithful to the cause. But nothing had changed. The crowd includes CCH's main men as well as the ministers. Although JJ focuses his speech on CCH, the speech indicts all of them.
Everyone just stands around except Woo, who is pissed. He wants to strike JJ but CCH asks JJ why he turned himself in. JJ says that he heard that CCH would use his attack as an excuse to overthrow the emperor. JJ turned himself in so that the ministers could witness the confession that the emperor was not involved.
CCH asks JJ if he has any last words. JJ says "Don't forget the intent of the uprising." CCH says that he will not kill him for his mom's sake. JJ is tied to a rack and hamstrung with the dagger that CCH had given him. He is banished far from the imperial city. CCH declares the investigation of the plot over.
In the final scene a drunken CCH asks Lotus why everyone is treating him like a wicked subject. That no one appreciates how hard it is to run a country. He says that he hasn't changed from the days he fought to bring order to the empire and realize the great cause.
Lotus says that nothing has gotten better since he overthrew the emperor. If he no longer feels the suffering of the people then he is the one that has changed. He gets very upset at this before the freeze frame.
I had guessed that Lotus was part of Jin Jae's conspiracy, but it looks like I was wrong.
