US Military Seeks to Conduct Zaytun-Like Operation in Iraq

IRBIL, Iraq _ The U.S. military in Iraq plans to model its reconstruction efforts on the humanitarian and rehabilitation work being undertaken by South Korean troops in the northern Iraqi city of Irbil, South Korea¡¯s top commander said on Monday.
U.S. Defense Secretary Donald H. Rumsfeld last week directed his generals in Iraq to seek ways to conduct a ``Zaytun-like operation,¡¯¡¯ particularly the Korean troops¡¯ vocational training program for local residents, Maj. Gen. Jung Seung-ho, commander of the Zaytun Division, said during a meeting with reporters.
``The U.S. military now has a keen interest in our civic affairs operations focusing on `leading a horse to water,¡¯ not `making it drink¡¯,¡¯¡¯ Gen. Jung said.
``U.S. military leaders agree that kind of mission concept is what they need to take in the future,¡¯¡¯ he said.
The South Korean contingent, whose name means ``olive¡¯¡¯ in Arabic, has conducted humanitarian and rehabilitation work for the war-torn Middle East nation since August 2004. The unit now has 3,277 troops.
The vocational training center, which opened Feb. 26 last year, is part of the division¡¯s four major civic affairs missions in this Kurdish-controlled city. Others include training local security forces, medical and educational support, and reconstruction of local farming villages, dubbed ``Green Angel.¡¯¡¯
The center offers seven eight-week certification programs including computers, automobile and home appliance maintenance, baking, and operating heavy trucks and trailers.
The Kurdish local government fully supports the programs, giving work permits to those having ``Zaytun licenses,¡¯¡¯ the commander said.
``What we are trying to do is to help these Kurdish people be able to increase their self-sufficiency through educational programs. I think this unique way of support works very successfully,¡¯¡¯ Brig. Park In-chul, the division¡¯s vice commander, said during Sunday¡¯s meeting.
The U.S. military is reportedly planning to first establish similar vocational training centers in the northern Iraqi cities of Mosul and Kirkuk and increase them across the Middle East nation on a gradual basis.
To that end, a U.S. two-star general responsible for security in Kirkuk is scheduled to visit Camp Zaytun to gather relative information on the ``sensational¡¯¡¯ program, Gen. Jung said.
``The basic theme of our civic affairs mission is to respect and care for local people¡¦I¡¯m very proud that our troops¡¯ outstanding job is recognized by other foreign forces here,¡¯¡¯ he stressed.
As of Feb. 20, the unit trained 928 Iraqi military troops and 227 policemen. It also treated about 28,300 local people in the Zaytun Hospital and provided language courses to 3,700 students.
At the request of the United States, Seoul dispatched some 3,600 troops to Iraq in August 2004. During the one-year deployment, some 400 South Korean troops were rotated out of Iraq and replaced at several junctures.
Under a bill passed by the National Assembly last December, a staged pullout of its troops begins in April.
