This is a list of all characters appearing in the series so far. The number in parentheses is the episode number of the character's debut. This will be VERY difficult to keep accurately because the subtitling that identifies the characters is ridiculously tiny and flashes on and off too quickly to read easily. So if anyone spots errors or omissions here, please do speak up so I can correct them.

HIGH OFFICIALS AND SCHOLARS
Jeong Dojeon ("Sambong") / nicknamed Seongbu (1) - scholar at the Sungkyunkwan academy. Named Supervisor of Rites in Ep4. Stripped of rank in Ep5 and exiled to Sojaedang Village in Naju. Exiled as punishment in Ep9. Named Vice Supervisor of Rites in Ep18. In Ep19, after three years have passed, he's the governor of Namyang district. In Ep23 he's named "daesaseong" ("headmaster of the national academy") and his rank increased to Pum 3. In Ep37 King Gongyang calls him "jeongdangmunhak," which (I think) translates to "chancellory scholar." Later in Ep37 he's arrested and convicted of concealing a servant-class ancestry and of "causing chaos in the court" and is sentenced to exile. In Ep38 is brought back from exile and imprisoned, with execution pending. In Ep39 we learn that he's been holding the civilian position of Left Army Commander. Also in Ep39 he's released from prison. In Ep41 Bangwon recites JD's title as "Vassal of merit rank 1, under chancellor, donpandopyeonguisasa, panhojosa, pansamseosasa, Bomungak daehaksa, jigyeongyeonyemungan chunchugwansa, yiheumchingun jeoljesasa and bonghwagun." In Ep43 Bangwon refers to him as "pansamsasa and Head of the Three Armies Headquarters"; apparently these are new positions added more recently. In Ep45 Lee Seonggye awards him a new title: "Yujonggongjong," meaning "Best in neo-Confucianism and top in merit in establishing the country." Briefly demoted from his positions as "panuiheung samgunbusa" and head of the Three Armies Headquarters in Ep48 and assigned to low-ranking administrative post in the Dongbukmyeon region, but restored to his previous positions soon after. In Ep49 is introduced at the Three Armies Headquarters with the title "Bonghwabaek." Killed by Bangwon in Ep50.
Jeong Mongju ("Daesaesong") / nicknamed Poeun (1) - high-ranking scholar in Neo-Confucianism at the Sungkyunkwan academy. As of Ep10 has the government title of "Census Registration Minister"; also is named a "supporting commander" when assigned to be an observer of Lee Seonggye in Ep10. Referred to as "samsajwasa" in Ep27. Becomes miljiksasa (which I believe is head of the royal secretariat) in Ep31. In Ep36 we learn that Lee Seonggye named him vice-chancellor. In Ep39 is killed by assassins sent by Lee Bangwon.
Lee In Im (1) - vice-chancellor. Given title of "Lord of Gwangpyeong" by the queen dowager in Ep3. Called "Yeongmunhabusa" in Ep13. Sentenced to exile in Ep23. Gyeong Bokheung (1) - chancellor (equivalent of prime minister). Last seen in Ep10; narration tells us he was impeached for neglect of duty, was exiled and died.
Lee Susan (1) - Supreme Council minister. In PM Gyeong's faction.
An Sagi (1) - Supreme Council minister. In Lee In Im's faction. Killed by Lee In Im's assassin in Ep6.

Lee Sungin ("Doeun") (1) - scholar at Sungkyunkwan. Younger than JD but has a rank of Jong 5, higher than JD's. Exiled as punishment in Ep9. In Ep24 we learn that he's a blood relative of Lee In Im (not specified how). Arrested (on weak charges) in Ep33 and exiled. In Ep35 we learn that he was brought back from exile and imprisoned instead. But at the end of Ep35 we see him free and in civilian clothes, and in Ep36 we learn that he was released and called back to government service. In Ep40 we're told that he was "purged" after Jeong Mongju's murder. In Ep41, at his place of exile--we learn he was exiled--he's flogged to death.
Gwon Geun ("Yangbon") (1) - scholar at Sungkyunkwan. Arrested (on weak charges) in Ep33 and exiled. In Ep35 we learn that he was brought back from exile and imprisoned instead. But at the end of Ep35 we see him free and in civilian clothes, and in Ep36 we learn that he was released and called back to government service.
Ha Ryun ("Hojeung") (1) - Lee Im In's nephew-in-law. Works for his uncle. Another neo Confucian scholar. In Ep19 he has Jong 2 rank and holds the title miljiksasa, which (I think) means head of the royal secretariat. In Ep29 we learn that he had been exiled when his uncle Lee In Im was removed from power; the exile is lifted in Ep29. Arrested (on weak charges) in Ep33 and exiled. In Ep35 we learn that he was brought back from exile and imprisoned instead. But at the end of Ep35 we see him free and in civilian clothes, and in Ep36 we learn that he was released and called back to government service. As of Ep43 he's serving as Gyeonggijwau-do governor, and is then appointed to head the government commission to choose a new capital site. He's also added to the Supreme Council by Seonggye. In Ep23 is named pansamsasa ("first minister of the state financial commission"). In Ep31 becomes chancellor. Later removed, and then after King Gongyang attempts to reappoint him in Ep34, he's arrested, tortured and exiled on charges of serving the "false king" Chang. In Ep35 we learn that he was brought back from exile and imprisoned instead. But at the end of Ep35 we see him free and in civilian clothes, and in Ep36 we learn that he was released and called back to government service. Exiled in Ep40 for his support of Jeong Mongju. In Ep46 we learn that Seonggye formally appointed him "hansanbaek" (apparently some sort of advisory position) but Saek refused to work for the government, and later died.
Choi Yeong (3) - Commanding general in the Goryean army. In Ep5 is addressed as "pansamsasa," a term loosely meaning "head of finance." Resigns from the government in Ep7, but returns in Ep8. In Ep12 is addressed as "yeongsamsasa," meaning "finance commission director" (not sure how it differs from "pansamsasa"). In Ep19 is deceived by Lee In Im and resigns. Is back on the court as of E23 and serving as chancellor. Removed from his position in Ep28; imprisoned and ultimately exiled. In Ep29 we learn he was tortured after his removal. Executed in Ep32.
Im Gyeonmi and Ji Yun (3) - Subordinate generals in Choi Yeong's army. Served loyally under Choi in the Jeju Island campaign, but later Lee In Im bought their loyalty and turned them to his side. Im is promoted to deputy commander in Ep8. In Ep13 we see both in the supreme council; Im has the title "Jobyeonseokkae." In Ep20 Im has assumed Choi Yeong's position of "yeongsamsasa." Im is executed in Ep22.
Lee Jiran (4) - Brother of Lee Seonggye, serving under him in the army in the northern territories. In Ep7 captioning calls him "blood brother," so maybe it's not a biological tie. In Ep11 we learn that he's a Jurchen--so obviously it's not a biological tie. Is appointed jimunhbasa (sp?) (don't know what the translation is) in Ep40. In Ep42 he's referred to as "sixth state councilor."
Yeon Hyeong (4) - Neo-Confucian scholar at Sungkyunkwan.
Lee Cheom ("Ssangmaedang") (6) - senior scholar at Sungkyunkwan. Also has a government position described as "officer of state affairs chancellory." In Ep40 we're told that he was "purged" after Jeong Mongju's murder.
Ji Yun (6) - Supreme Council minister.
Yeom Heungbang ("Dongjeung") (7) - Neo-Confucian scholar at Sungkyunkwan. Exiled as punishment in Ep9. Surprisingly, seems to be Lee In Im's ally in Ep10. In Ep20 we're told he has the titles "Samsajwasa" and "Sangmanho." Executed in Ep22.
Nam Eun (7, identified 15) - local magistrate of the district that includes Sojaedong village. In Ep19 he's become the head of the royal stables. In Ep22 it's confirmed that he was a student as Sungkyunkwan academy at the same time JD was (it was hinted at previously that he was at Sungkyunkwan). In Ep23 he's identified with the title "saboksijeong." In Ep25 we see him in a military uniform and serving with the Yodong attacking force. Is arrested and exiled in Ep38 by political opponents. Named miljiksasa (head of royal secretariat) in Ep40. Killed by forces loyal to Bangwon in Ep50.

Becomes chancellor in Ep41 upon Lee Seonggye's elevation to the throne. In Ep42 his title is stated as "Chancellor of the Left." In Ep42 we learn that he died in late 1392.
Byeon Anyeol (10) - Another Goryean general seen leading the fight against the Japanese pirates. In Ep35 we learn that he was executed, having been in the faction that opposes Seonggye.
Jo Ban (19) - Retired government official (had title of miljiksasa) living in Baekju district; holds noble status. In Ep35 we learn that he went to Ming to officially announce King Gongyang's installation, so apparently he un-retired, at least to do this.
Jo Minsu (23) - Minister in the council as of Ep23. In Ep24 is referred to as "panbusa" which apparently translates to mayor. Named a subordinate commander of the Yodong attacking force in Ep25, so he obviously has a military connection as well. In Ep28 we learn that he and Lee In Im are second cousins. Arrested at the end of Ep30 on the charge of embezzling seized lands that should have gone to the government; in Ep31 is exiled. In Ep 35 he's stripped of his official status and reduced to commoner class.
Yun Sojong ("Dongjeung") (22) - Government official who served when JD did; left for a time but is back again. Holds the title "seonggyunsaye," which apparently translates to personnel administrator. Seen entering a scholars' meeting in Ep25 so he may be a scholar. Ep26 confirms that he is a scholar. Is arrested and exiled in Ep38 by political opponents. Dies in Ep43.
Jo Jun ("Ujae") (28) - An older man who's a friend of Yun Sojong. JD has heard of him, but when he's introduced we're not told anything more about him. In Ep29 we learn that he's a neo-Confucian scholar and used to work for the government but is retired now. In Ep30 he's identified as the son of Jo Ingyu (who we know nothing about), and is named Inspector General ("daesaheon"). Is arrested and exiled in Ep38 by political opponents. In Ep39 we learn that he's been holding the civilian position of Right Army Commander. Named pansamsasa (finance minister) in Ep40. In Ep42 he's identified as "Chancellor of the Right," although subordinate to Chancellor Bae. Briefly holds the position of head of the Three Armies Headquarters in Ep48.
Wu Hyeonbo (35) - New councilor who appears in Ep35; opposes land reform and is arrested. In Ep36 we learn that he was removed from office and exiled to Danyang, his hometown. In Ep37 we learn he's a relative of King Gongyang. In Ep40 we're told that he was "purged" after Jeong Mongju's murder.
Min Je (41) - Father of Min, Lee Bangwon's wife. In Ep43 we see him in an official's robe with other officials before the king, so obviously he has a significant government position.

In Ep44 his title is given as "cheomseo jungchuwonsa." In Ep48 is assigned by Ha Ryun to be provincial governor of Chungcheong.
Lee Songsu ("Doeun") (1) - scholar at Sungkyunkwan.
Choi Geun ("Yangbon") (1) - scholar at Sungkyunkwan.
Lee Saek ("Mokeun") (1) - senior instructor at Sungkyunkwan; high-ranking and in a leadership role. Brother-in-law of Park Sungchung.
