The meeting in the square is the opening shot of a power struggle between San and the cabinet ministers. On San’s side, high intentions and honest, sincere advisors. On the Nrons’ side, conservative values, political savvy and men with the power to pull off a lot of crafty tricks. Sir Choi brings back Sir Jang, who had left the Court because of the old queen’s ascendancy with the Norons. Sir Jang is ruthless and dictatorial. The ministers hand in their resignations, which San refuses to accept but then sets up an exam to get replacements, but the scholars refuse to participate in the exams due to Sir Jang’s coercion. Other men that San calls in to serve in government are arrested in the provinces on trumped-up charges. And Dae-su plus Two get fancy, new uniforms. Nice.
Hyeoui reveals her plans to Song, who undergoes a personal crisis when the queen tells her she can be an artist, or she can come to the palace and comfort and keep San happy, as Hyeoui is unable to do. In the meantime, Lady Hye summons now-General Secretary Hong to her palace and tells him of her plan for his sister. He thinks he’s too close to San, but she wants to consolidate power in Hong’s hands for San’s sake.
D-S and Uncle learn from Mr. Lee that Song is expected to become a concubine. Lee gets an earful from an angry D-S. Song spends some time talking with San while working at the palace, then at home pours her heart out to poor Dae-su about her love for San and wish to be with him. D-S confesses his love for her and asks her, since it’s impossible for her to be with San, to be with him instead.
Since there are not enough government officials, crime runs rampant in the streets, the hospitals are understaffed and there is a terrible plague in the capital with no one to treat the people.
