The queen is dragged away, kicking and screaming. Literally. She comes home to find herself being evicted and faints. (She’s only going to a different palace, for pity’s sake.) Later, San tells her he’s not going to announce her decrowning. However, she’ll have to watch as all the members of her faction fall under his axe, until it’s her turn at last.
Then Y-J dictates a second decree, abdicating the throne to San--the poor secretary doesn’t know where to look. The idiot San fights the abdication decree, so Y-J says fine, but you still have to rule in my place and you’d better go after those who killed Sado or else. Also, Sir Chae has something he’ll need—which is the secret box, which contains a secret order from Yeong-jo. San looks at the order but does not reveal it.
Y-J has the two palace guards who rebelled against San executed, and he has Lord Kim exiled to a series of increasingly distant areas, probably he’ll be forced to take poison. The ministers think San was just toying with them.
Lord Kim is dragged out of the prison and paraded before the populace, but he is unrepentant and yells threats to Insp Hong and Dae-su. Insp Hong tells Dae-su to make a “book of death” for those who went against San, to get rid of them for good. Similarly, Song’s sponsor Artist Lee wants to make a book of death for those who made Song miserable, because he “knows” she’ll become San’s concubine. She prefers to become a great painter.
Song is called to the palace to be praised by Lady Hye. Then San’s wife Hyeoui forces her to go visit with San. Hyeoui tells a shocked and disapproving Lady Kim about her plan to make Song into San’s concubine, so he can have an heir, as it is “too late” for Hyeoui to do so.
San tells Song of his plan to nurse his hatred of those who betrayed him until he has a chance to kill them.
When some Noron ministers and ex-ministers are kidnapped by masked assassins, Jeong figures it’s a book of death related to those who betrayed Sado. San denies giving that order, but later Dae-su lets San know Hong has been kidnapping the men. San forces Hong to release them, but not before Jeong foils an attempted kidnapping of San's own great-uncle.
Hong tells San he planned to kill the men to show that justice would be done for treason. San demands to know how Hong is any different from the Norons. He's undercutting San’s efforts to be a just king, not a petty avenger. Later, though, San tells Hong to tell investigators that San made him "question the witnesses" for his tribunal. (Not that he was planning to kill them.) San gives him a list of people and their crimes, and procedures to prosecute. But no blood can be shed until Yeong-jo has passed, so the blood is not on his head, but rather San’s.
San promotes Sir Choi and demotes everyone else. (This leads Jeong to swear he will be avenged. By Grabthar's hammer, presumably.) Choi begins implementing San's reforms including promoting illegitimate noble sons.
As part of Y-J's effort to have Sado rehabilitated, all official records of his crimes will be deleted. A ceremony is held in which pages of the record are literally washed in the river, and the artists make a pictorial record. Lady Hye thanks Yeong-jo, who has come to see his mistakes washed away. He insists on walking back instead of riding, and during a rest, he tells San not to be so nervous, as "I know where I'll die and it's not here." They have a nice moment where Y-J tells San his faith that he'll be a good king, and gives him good advice.
Back home, everyone goes bananas when Yeong-jo simply evaporates, leaving his kingly garments behind. San remembers his words about where he wanted to die.

The king’s ladies in waiting clearly don’t like the queen. She probably should have been more careful about that. And why does Lord Kim always act like an a**hole when he’s imprisoned? Like he gets to order everyone around still.
And is it just me, or are the writers really stretching the point that Song is still connected to San through Dowahseo? Instead of all those scenes were the chief artist tells them what will happen, and then it happens, couldn't the artists just **be** there like they naturally would, recording events? This is becoming awkward.
