Jeong Jo finds 2 dead cats in his bed. He orders his servants to keep quiet about it.
Jeong Jo meets with his mother to discuss the existence of the secret will. His mother doubts it exists until Jeong Jo explains that Chae Je Gong was loyal to King Yeong Jo and wrote the will right in front of him. Jeong Jo was young at the time and doesn't remember the exact contents of the will but believes it's still hidden under the ancestral tablet of Queen Jeongseong at Hwiryeong Palace. Late at night, a servant goes into the ancestral shrine of Queen Jeongseong and takes out the will.
In Bang succeeds in getting In Hyung to join his cause by telling him he seeks a world in which everyone is equal.
The secret will ends up in the hands of the Noron party who burn it to keep it from being revealed to everyone. With the document now gone, they plan to ask Jeong Jo to prove its existence.
A man is murdered at a construction site and it's believed to be related to smuggled cheokseodan.
While meeting with Jeong Jo, members of the Noron party ask him to bring forth the secret will. He asks for it to be brought from Hwiryeong Palace. Jeong Jo asks Kim Jung Soo to reach in, grab the will and read it. Jung Soo reaches in and is shocked to see the will is there, he pulls it out but hesitates to read it. Jeong Jo orders him to do so. Jeong Jo tells the court he will ponder on whether to follow the King's last wish or the contents of the secret will. He burns the will but says he wishes to hear no more opposition from the Noron party to his reforms.
Jae Cheon asks for In Bang's help in covering up his involvement in the trafficking of cheokseodan. Only then would he consider becoming associates with In Bang. In Bang sends In Hyung to kill his inside man in the Daedong group.
Kim Jung Soo hands in his letter of resignation. He recommends Chae Je Gong to replace him as State Councilor and Shim Hwan Ji as Minister of War. Jeong Jo tells him he'll think about his recommendations.
Jeong Jo meets with his mother to discuss her involvement in the Noron party obtaining a copy the secret will. He wonders if she owes them a debt of gratitude and that's why she's allowing them to use her.
Kim Jung Soo steps down as head of the Noron party and entrusts its future to Shim Hwan Ji. They send the Queen Dowager's cousin, Kim Han Ju, to speak with her about the possibility of her adopting a prince to be the next heir.
