(Very minor Ep. 29 spoiler here)
He was delivering a letter from Yang Manchun to the king. The letter said that Liaodong had Yeon Namseng in custody and would deliver him, but it also requested a conference between military and civil officials to talk everything over and try to diffuse all of the tension and distrust in the kingdom. And of course, as the king was reading the letter, Bu Kiwon immediately started twisting it, saying that Yang had no business requesting such a thing, his only duty was to deliver the traitor, what is Yang trying to get away with, he's a traitor too, etc. etc. etc. typical Bu Kiwon. And it ended with DJY and Gulsabiwu getting dragged out of the king's presence and locked up.
If I remember correctly, it was Bu who ordered the arrests, while Namgeon and the king both just sat there. Namgeon I can believe, but the king has shown he trusts DJY so for him to just sit there and just watch DJY get arrested, it was kind of a stretch. But anyway, that's how it happened.

It seemed odd to me that DJY seemed to make the request for a meeting on his own, then when everything was shaky, he turned over the letter. Why not give the letter first? He's in no position to discuss policy, yet. That Bu Kiwon is getting away with all his plotting. I hope he gets caught somehow.

Well...I didn't really get the impression that anyone thought he was making the request on his own. Everybody there knew who he was and knew he was there as Yang's envoy. Still, you make a good point--he should have just handed the letter over and kept quiet, at least until Bu started spinning it. Then the king would have read the idea himself first, on paper.
Bu will get his in the end, I'm sure, but he certainly does make for an effective bureaucratic weasel of a character.
