I recently came across this news article claiming that Seonjo blamed the populace for why things went horribly wrong during the Imjin War, saying their complaints about renovating fortifications caused the government to give in to public pressure to not prepare for a war that ultimately happened.
Doesn’t cite the source of information though.

Assuming what this article says is true, this lines up with the characterization of Seonjo in Jinbirok and also IYSS I believe.
