Note: Zombies are italicized. A "sterile" zombie is created using the resurrection plant and does not turn victims into zombies, but does carry some sort of infectious agent that can be transmitted to victims. A "plague" zombie is created either by eating the flesh of someone who was attacked and infected by a sterile zombie, or by being attacked and infected by an existing plague zombie.
Lee Seung-hui (1) – Physician who lives in Dongnae (Busan). Was a royal physician in the capital but retired from that job three years ago. Now runs a small medical practice of his own called Jiyulheon, near Mt. Geumjeong. Becomes a plague zombie in Ep2 after the disaster at his clinic. Decapitated by the crown prince in Ep2.
Dan-i (1) – Physician assistant who accompanied Dr. Lee to the capital. Dies under mysterious, bizarre circumstances in Ep1. In Ep3 we learn that he was bitten by the king, became ill and died several days later--but never became a zombie.
Lee Hyang (1, named 4) – Crown prince; son of the King and an unnamed concubine. His mother isn’t shown in Ep1 and we know nothing about her. In Ep12 he abdicates his position and leaves the capital.
Mu-yeong (1) – Crown prince’s personal guardsman. Passed his state exam at 40, after being supported by his wife. They finally got pregnant after ten years of marriage. Dies in Ep9; assassinated by Cho-clan-backed military.
Queen Cho (1) – Identified as the “second queen.” Very young, “barely of legal age” according to the prince; looks to be about the prince’s age. Pregnant as of Ep1. Lives in Tongmyeongjeon Palace. In Ep6 it's revealed that she isn't pregnant; she's faking. In Ep7 we learn that at least some of her family (probably the maternal side) lives in a village called Naeseonjae just outside of the capital. In Ep10 she has a newborn baby which she claims is hers but in truth came from an unnamed commoner woman who was most likely executed after giving birth.
Cho Beom-il (1) – Holds the position of royal army commander. Attacked in Ep2 by zombies and becomes a plague zombie, and is killed. In Ep3 we learn that he was Cho Hak-ju's only son. He also appears in the prequel Ep13, serving as commander of Manpo fortress in the far north. And we learn that he abandoned his previous post and fled when the Japanese invaded.
Cho Hak-ju (1) – Head of the Haewon Cho clan and First State Councilor in the government. Queen Cho’s father. At the end of Ep8 he's bitten by sterile zombie Ahn Hyeon but not fatally. Cured of his infection by Seo-bi in Ep10. Dies in Ep10 from drinking tea poisoned by his daughter the queen.
Park Jong-yeong (1) – Orderly at the royal infirmary.
Seo-bi (1) – Physician at Dr. Lee’s clinic in Dongnae. In Ep12 she's followed the crown prince out of the capital and appears to have has some sort of business relationship with him, continuing to work on chronicling and studying the plague.
Yeong-sin (1, identified 2) - A young soldier who's being treated at Dr. Lee's clinic for an upper-body injury. Yeong-sin doesn't appear to be his real name, though, as is suspected in Ep5. In Ep6 we learn that he's from Musang village and was a member of the elite Chakho military unit. In Ep8 he implies that he's related to Ahn Hyeon.
Jong-gu (1) – A little boy at Dr. Lee’s clinic who becomes the first person to turn into a plague zombie.
Cho Beom-pal (2) - Newly appointed magistrate of Dongnae region. In Ep12 he's the second state councilor.
Kim Sun (2, named 4) - Chief scholar and head of Sungkyunkwan academy. Arrested and ordered beheaded in Ep4 by Cho Hak-ju for allegedly plotting against the king.
Kim (2) – Medicinal herb supplier in Dongnae; supplied Dr. Lee's clinic.
King of Korea (2) - Name not given (yet). Already a sterile zombie when we first see him. In a flashback in Ep3 we see him maybe 15-20 years earlier, not yet a zombie. In Ep3 it's implied that he's of the Lee clan and in Ep4 his son's surname is revealed to be Lee. Decapitated by the crown prince in Ep8. In a very recent flashback in Ep10 we learn that the king was in his 50s at the time of his death.
Yeong-ju (2, identified 3) - The other female physician at Dr. Lee's clinic. Turns into a plague zombie in the flashback in Ep3 which showed events we didn't see in Ep2.
Deok-i (3) – Young girl who sees her mom turn into a plague zombie. Dies in Ep4 from an arrow fired into the medical clinic during the botched attempt to arrest the crown prince.
Ahn Hyeon (3) - Very influential Lord, highly respected. First seen observing the grieving period for his mother's death. Nothing more is known about him yet, except that he's credited with having "saved the nation during the war" three years earlier. In an Ep5 flashback we see that he used to be a high official in the central government, and that now he appears to be the lord of Sangju. In Ep8 he's executed at Cho Hak-ju's order. Also in Ep8 he reappears as a sterile zombie; Seo-bi used the resurrection plant on him, following Ahn's dying-words instructions to the prince. Decapitated in Ep9.
Deok-seong (5) - One of Ahn Hyeon's subordinates in Sangju, likely a head attendant of his household. Dies in Ep7 while fighting a zombie attack in Sangju.
Mu-yeong's wife (5) - Name not given yet. She's being sheltered with other pregnant women at a location we don't know yet.
Minister of Defense (7) - Name not given yet.
Chi-rok (7, named 13) - Head of the Royal Commandery in Eps 7-12. Worked under the defense minister; in charge of protecting the royal family. In the prequel Ep13 (when we finally learn his name) he's the deputy commander of Manpo Fortress on the northern border.
Chang (7) - Swordsman who works for Ahn Hyeon. Appears to be above soldier level; some sort of officer.

son of Prince Noseong (10) - Noseong was the late king's brother so this is the crown prince's cousin. His father was exiled to Ganghwa Island; we haven't yet been told why.
Seo Yeong-go (11) - Commoner seen entering the capital city at one of the gates and presenting his ID.
third state councilor (11, probably seen earlier) - Name not given. Attacked by a plague zombie in Ep11 and turns into a plague zombie. Shortly thereafter is killed by an arrow to the head.
second state councilor (11, probably seen earlier) - Name not given. Attacked by the plague-zombie third state counselor in Ep11 and turns into a plague zombie. Shortly thereafter is killed by an arrow to the head.
Ashin (12, named 13) - First seen in only a brief glimpse at the end of Ep12. Focus of the prequel Ep13. Seongjeoyain Jurchen by ethnicity; mosy of her childhood was in a Seongjeoyain village on Joseon's northern border.
Tahab (13 only) – Leader of a Seongjeoyain Jurchen village on the northern Joseon border, by the Amnok River. Ashin’s father. Seized by Pajeowi Jurchen and imprisoned under the false assumption that he was responsible for murdering Pajeowi. Killed by Ashin in Ep13 to end his suffering in prison.
Aidagan (13) - Head of the Pajeowi Jurchen tribe.
Ashin's mother and two younger brothers (13) - Names not given. They appear to have become sterile zombies in Ep13 due to Ashin trying to revive them after Pajeowi Jurchen killed them.
