Kong Minyoung works for a large, successful dating agency called "Couple Factory," where the philosophy is to rate people by grades (A-F), feed their personal and financial information into a spreadsheet and match them as quickly as possible on that basis. For this agency, "good enough but fast" is better than "perfect." Minyoung longs to bring together people in a more romantic way. Jungnam walks into the agency and tells her of his hopeless love for a ballerina he has watched from afar; she is an "A" and he is an "F" because he is a timid nerd. Minyoung talks the ballerina into a date with the nerd, and then sits in the restaurant watching from afar. Jungnam makes a heartfelt speech about taking a chance by telling her he loves her. The ballerina thanks him for being so brave and then, to the shock of both Minyoung and Jungnam, she stands up and declares her eternal love for the waiter.
Minyoung sends Jungnam on his way, and then while she is being reamed out by her boss over the phone for setting up the date against their rules (not the same grade, etc.), she stumbles into a van where she sees surveillance equipment clearly showing the participants in the date she set up that night. Someone comes up behind her, and Minyoung ends up stumbling and knocking herself out. She comes to in a frightening environment, like something out of a spy movie, but this is a theater, and the three men who work here (Byunghoon, Moojin and Arang) are running their own dating agency--Cyrano Agency--for people with a hopeless love. The leader, Byunghoon (BH), used Minyoung and her nerd to set up the ballerina with his own client, the waiter. Even Jungnam's speech about bravery was a setup by BH, who gave him a script designed to make the ballerina overcome her own reservations and declare herself to the waiter.
Minyoung (MY) is furious, and when BH offers her a job, she loftily refuses. But when she returns to Couple Factory agency, she realizes Cyrano Agency is doing the work she herself wants to do. She quits and returns to Cyrano, but is too embarrassed to go in until (A) the handsome restauranteur next door (the "Master") tells her not to be chicken, and (B) a client shows up to hire Cyrano, giving MY an excuse to go inside.
The client is a veterinarian in love with a librarian. BH scopes out the librarian with MY in tow, and they learn she is bored with her job, never even sees the denizens of the library (including the vet) and spends her days trying to find library vandals. She's fascinated with literary detectives (specifically Philip Marlowe). BH decides the vet could never afford the scam they'd have to run, and also he isn't a good match for the girl (or "target") anyway. He determines to refuse the job, but some minor gangsters trying to collect a debt from him insist he take the case.
So, on a day when she must certainly be at work on time, they make the librarian miss her train. Then, she sees the vet, dressed up like a 1940s detective. Using the two gangsters, they set her up to think the vet is some sort of "Man of Justice" (MoJ) who is in danger of being stabbed. (They also put his library card in her purse for her to find later.) After a series of well-timed shenanigans, the MoJ puts her safely on her train to work. All breathe a sigh of relief, but the librarian only goes to the next stop, gets on a return train and comes to look for the MoJ. MY spots her and they scatter. BH did not allow for this; while the two squabble, the librarian passes and BH takes MY into his arms to hide her face. They squabble some more, and MY almost falls off the platform. Again, BH grabs her and pulls her toward hm. They gaze into each others eyes.
