San sends royal physicians & personnel, royal herbs and royal monies to take care of the plague. He calls a mandatory cabinet meeting about it. Sir Choi wants to send a few officials to contain the plague and prevent collapse of the government, but Sir Jang refuses to give one inch. However, he then sells a valuable piece of land to give firewood to the people, so they can boil water and prevent spread of the plague, and tells his man to extract money for the same purpose from the other ministers.
Li'l Miss Chobi gets the plague, and she gives Song a letter ("before I die") for Dae-su, who won't even read it and takes it as Song's answer to his heartfelt marriage proposal. He's vewy vewy hurt.
Queen Hyeoui is summoned to Lady-now-Dowager Hye's chambers; they've chosen a day for the new concubine to come in, to show that the royal family is stable at this time, and the new girl will be Hong's sister. Hyeoui argues that's too much power, but Mom disagrees--her own father has a lot of power, so what? So Hyeoui summons Sir Hong to her palace, tells him why she doesn't want his sister and asks him to tell the Dowager that he won't do it. Even so, he later tells the Dowager he will "give her" his sister. Harrumph.
No Norons come to San's [required] cabinet meeting, so San goes to Sir Jang's place. All the Norons are there, and they assume they've won. But in a showdown with Jang, San tells him he's right, he can't run the government without the Norons, so he's decided to "break" the government--there are too many officials. He'll do the exam, everyone who passes will get a big promotion immediately, all who do well will be managers and anyone who boycotts won't get another chance for ten years. When the court scholars later protest, he point out they've resigned and kicks them out.
Maksoon tells Uncle she won't be fooled again, she's not preparing for the scholars to arrive. But they do come, in droves. San is thrilled silly. The Norons run to Sir Jang to panic together.
The old dowager queen sees her opportunity and prepares to leap. She approaches Sir Hong. He refuses to see her, but then she says she can get rid of Sir Jang. He's interested.
Hyeoui decides to fight Dowager Hye. Everyone knows Ms Hong will be the concubine, but there is also the rumor about an "obscure Damo." Everyone knows what's going on except San, and Hyeoui comes to tell him about it. He's worried about her feelings, but she assures him it's her idea to bring someone in to get an heir. She pleads Song's case, telling him this is all she can do for him, and asks him to back her on the issue against his mother.
So, my question is this. Hyeoui, San and Song all must be around the same age. Even Sir Hong's sister is his older sister, so she must also be of an age. So why is it "too late" for Hyeoui to have a child, but not for Song and Ms Hong?
