This is very good news, indeed! Thank you, Gilbert. As filed, 10/23/2009:
Request for Silent STA
Exhibit 1 Description: EXPLANATION FOR STA REQUEST
WOCH-CA HAS EXPERIENCED A FAILURE IN ITS FIBER OPTIC STL. WE ARE WORKING WITH OUR ENGINEERS AND AT&T TO DETERMINE THE BEST COURSE OF ACTION. In essence, this indicates that KBC has every intention of resuming over the air broadcasts as soon as the situation with the fiber opitic cable is rectified (the exact nature of the programming content is still up for debate, but Arirang appears to be just a stop gap so that the cable outlets know that they still intend to maintain a programming schedule). Basically, it is illegal to have a license to broadcast over public airwaves and not actually broadcast a signal over your assigned frequency for the minimum number of hours as dictated by the terms of the license. To avoid any penalties or risk having the license revoked, WOCH-CA (KBC) has asked permission from the FCC to continue having an open frequency without transmitting any type of signal until the techinical problem is solved. In other words, [glow=red,2,300]We are experiencing technical difficulties, please stand by[/glow] (or have a seat, this could take a while...).

Just for clarification, 'STL' stands for Studio to Transmitter Link.
But, what if they can't fix it? I mean, it's been almost two weeks already!
And then there's the contract issue with KBS-World. What will happen to Iron Emress, Love and Obsession, and My Too Perfect Sons?

Soju,
Good questions. the possibility has been raised on the AVS Forum boards that what is actually happening is that they are in bad financial shape.
But I don't know. I do know that, oddly enough, the signal IS getting up to Sears Tower digitally. I don't know why they can't backhaul that signal to the analog side.
Oh, well.
Either way, I would suggest the KBS World contract dispute is more important. Even when 41 is back up, if they don't have the programs on you want, does it matter?

Yep, I'm the same Gilbert, I just didn't see this guest board, sorry! Anyway, WOCH is back up, but KBS is still in contract disputes, so WOCH is still out of luck for now.

Thank you for this information, Gilbert. It seems that our station for K-dramas has become a K-drama itself. Here's hoping for a happy resolution.
