This is a complete log of named characters. The number in parentheses after each name is the episode number of the character's first appearance. Newly added information is indicated with color. Also, please excuse the interchangeable use of "king" and "emperor" (and "queen" and "empress") in early episode summaries; here I've made no distinction in listing the characters.
One other note: beginning in Ep10 Hunae is referred to as "Lady Sungdeok," but just to keep things simpler, the summaries refer to her as Hunae. This continues in the summaries until Ep47 when "Cheonchu" replaces "Hunae."
One change as of Ep65: Because the line between Jurchen and Shillan descent in those characters has become fuzzy over time, I've combined Jurchen and Shillan into a single category.
KINGS (EMPERORS)
Emperor Wang Guhn / King Taejo (2): Founder and first king of Goryeo (918 - 943). Seen only as an apparition who appears to Hwangbo Su in Ep2 and to Choe Jimong in Ep7.

Had been designated as heir to the throne, but was stripped of that in Ep42 and placed under house arrest (which was later lifted) for his knowledge of Hunae's coup attempt. Elevated to the throne in Ep45. Marries Sunjeong in Ep49. Overthrown and driven from the palace in Ep67; returns after Chiyang's defeat in Ep68. Steps down from the throne and leaves the capital in Ep71. Murdered by Ahn Pae in Ep72.

In Ep58 we see him living in Shiyulsa Temple (in Yangju Province, some distance from the capital) under the assumed name of Sunjae, to protect his identity. He was influential in emperor Shengzong's ascension to the throne after the death of Yelu Xian (the empress dowager's husband) and then became PM. Supposedly Shengzong looked up to him as a father. Removed from the palace in Ep45 after Sungjong's death; sent to live in a private villa. Executed by Goryeo in Ep50 for her role in poisoning Mokjong with addictive opium.
Su No (42): Accompanied Xiao Zanli to Goryeo. First seen dressed as what appears to be an attendant, but later seen in military armor. Appears to be a general. Killed by Kim Jonghyun in Ep77 during the second Khitan invasion.
Xiao Baiya (63): Viceroy of the Eastern Capital; holds the rank of general. Had a brother who "suffered humiliation" and died in Goryeo. Recalled to the capital city in Ep63. In Ep64 we learn that his brother Xiao Sunning was defeated in Goryeo. Either he has two brothers or this is a huge continuity error (since we saw Sunning repeatedly in Liao after the war's end).
Yelu Dilu (63): A general who was stationed at the Western Capital. Was Yelu Pennu's master; trained him in martial arts. Recalled to the capital city in Ep63. Killed by Yang Kyu in Ep78 during the second Khitan invasion.
SHILLANS / JURCHENS
Kim Chiyang (1): First seen as a member of Hunae's citizen army and a trader working for Hunae at Myeongbok Palace. Claimed in Ep10 to be a Goryean from Dongju, the son of a government worker, and later adopted by Jurchens, but this seemed to be a lie. In Ep29 we learn he's the son of Kim Joon and the grandson of Kim Il, a/k/a Crown Prince Ma-ui of Shilla. His original name was Kim Hang. Banished to a desert island in Ep42 for his involvement in Hunae's coup attempt (and secretly was ordered to be executed, but was rescued and escaped). In Ep45, given the Goryeo government position of First Secretary of the Office of National Ceremony. In Ep47 Cheonchu tells him she'll name him Finance Commissioner (which apparently is a different position from Minister of Finance). In Ep48 he's referred to by that title, and in Ep55 Cheonchu still calls him "Commissioner." Leads the overthrow of Mokjong and Cheonchu in Ep64 and drives them from the palace, but in Ep68 the overthrow is defeated. Dies at the beginning of Ep70, killed by a stab would inflicted by Cheonchu at the end of Ep69.
Sa Illa (1): A young woman who is a ward of Chiyang--calls him "master." Sa Gamun's brother. Named a personal bodyguard to Hunae in Ep45. If she's Sa Gamun's biological sister, then as of Ep65 we know she's of Shillan descent (se Sa Gamun entry below). Fired and banished by Cheonchu in Ep65 for aiding Chiyang's attempt to murder Prince Daeryang. Dies in Ep68 while trying to flee the palace with the child Sa Ryang (who's being used as a decoy for the child Prince Hwangju); Goryeo soldiers shoot her full of arrows and she throws herself off a cliff, holding the child.
Sa Gamun (1): A young Jurchen leader; Sa Illa's brother. Serves in some sort of subservient role to Chiyang; calls him "lord." Becomes Dokyun's companion (although they don't appear to have married) and they have a son, Sa Ryang. Announces in Ep65 that he's of Shillan descent. Killed by Gang Jo in Ep68 during the retaking of the palace from Chiyang's rebel forces. In Ep72 we learn that his father was Shillan but his mother was Jurchen.
Steward Mun / Mun Inui (5): Works for Choe Sum. Brought Mr. Chu's body to Myeongbok Palace in Ep18. In Ep36 we first see him providing information to Chiyang; he obviously is on Chiyang's side. Named keeper of Cheonchu Palace in Ep48 by Cheonchu, on Chiyang's recommendation. Never identified as a former Shillan but almost certainly is one. Named Minister of Works in Ep72. Given an unspecified demotion in Ep78.
Jurchen tribal chief (10): Never identified by name, but we saw him repeatedly between Ep10 and Ep41. Chiyang's adoptive father and the chief of their Jurchen tribe. Killed by archers in the overthrow battle in Ep41.
Kim Chiyang's mother (11): Seen only in flashback in Ep11, handing her baby to a monk and then being killed by an arrow later as she fled.
Kim Il, a/k/a Crown Prince Ma-ui of Shilla (29): Kim Chiyang's grandfather. Seen only in flashback in Ep29.
Kim Joon (29) Kim Chiyang's father. Seen only in flashback in Ep29.
Mobula (71): An eastern Jurchen tribal chief. Grandfather to Sa Gamun and Sa Illa.
CHARACTER COUNT: 121
One other note: beginning in Ep10 Hunae is referred to as "Lady Sungdeok," but just to keep things simpler, the summaries refer to her as Hunae. This continues in the summaries until Ep47 when "Cheonchu" replaces "Hunae."
One change as of Ep65: Because the line between Jurchen and Shillan descent in those characters has become fuzzy over time, I've combined Jurchen and Shillan into a single category.

Executed in Ep69 for his involvement in Chiyang's plot to drive Mokjong from the throne.
Kim Yungdae (57): A man apparently acting as head steward at Yoseoktek, the estate where Kim Milhwa is living. Claims to be her brother, but in Ep59 we learn that he isn't. In Ep60 he confesses to being unrelated to Milhwa and to being "just a small-time merchant in Gyeongju" who was recruited by Wonsoong for his plot to deceive the emperor with Milhwa. Executed in Ep60 for his role in the plot.

Kim Jonghyun (72): Steward of Choongju Palace. Named Regional Military Commissioner in Ep78.
Kim Eunbu (77): Governor of Gongju, in the south. Father to future empresses Wonseong, Wonhae and Wonpyeong. Appointed Vice Minister of Punishment in Ep78.
KHITANS
Xiao Sunning (1): Khitan general. Identified in Ep24 by title: Viceroy of the Liao Eastern Capital. Portrayed as Xiao Zanli's father, although narration in Ep34 explains that this may be inaccurate. Apparently the brother of Xiao Baiya, as mentioned in Ep64; see Xiao Baiya entry below.
Yelu Dilie (1): Subordinate senior Khitan military officer. In Ep46, while serving as envoy to Goryeo, he's referred to as a general. In Ep57 he's referred to as general of the Celestial Tiger Guards. Killed by Kim Sukheung in Ep78 during the second Khitan invasion.
Yelu Wuji (1): Subordinate junior Khitan military officer. Previously he had worked for a Song Chinese trader. Later seen as a senior officer, almost certainly a general. Killed by Cheonchu in Ep77 during the second Khitan invasion.
Yelu Chu (22): Subordinate junior Khitan military officer. Seems to be a general as of later episodes. Killed in battle by Kim Jonghyun in Ep76 while pursuing the Goryeo emperor.
Empress Dowager Chengtian / Xiao Chuo / Empress Dowager Xiao (28, identified 29): Daughter of Siwen, the Prime Minister of Liao; wife of Emperor Jingzong (a/k/a Yelu Xian); mother of Emperor Shengzong. First referred to as Chengtian instead of Xiao by Chiyang in Ep46. Dies of illness in Ep72.
Hyeolmae (29): First seen as one of empress dowager Xiao's personal attendants/bodyguards. In Ep39 Xiao assigns her to accompany Xiao Zanli to Goryeo. Killed in Ep56 during the Khitan assassination attempt on Cheonchu.
Dokyun (29): First seen as one of empress dowager Xiao's personal female attendants/bodyguards. In Ep39 prime minister Han assigns her to be a trading liaison and work with Chiyang's trading operation. Becomes Sa Gamun's companion (although they don't appear to have married) and they have a son, Sa Ryang.
Shengzong / Yelu Longxu (30): Khitan emperor; son of empress dowager Xiao.
Han Derang (30): Khitan prime minister. He's of Han Chinese descent and is empress dowager Xiao's lover. In Ep31, much background is given: He's a grandson of a former Chinese POW named Han Zhigu. He won the trust of the Liao Taizu (emperor) Yelu Abaoji and became a Khitan senior minister. His father Han Kuangsi was also a high minister. He was influential in emperor Shengzong's ascension to the throne after the death of Yelu Xian (the empress dowager's husband) and then became PM. Supposedly Shengzong looked up to him as a father. Also, Liao history records say that Han and his father both were talented physicians. Last seen in Ep73; narration tells us that he died a year later.
Yelu Pennu (31): A Khitan general; commanded by the empress dowager personally. Killed by Gang Jo in Ep75, during the second Khitan invasion.
Xiao Zanli (34): A young Khitan noblewoman offered as a consort to King Sungjong. Portrayed as Xiao Sunning's daughter, although narration in Ep34 explains that this may be inaccurate.
