Does anyone have any background on how this whole program was conceived and developed.? How did they select the actors to play the parts, how long did it take to make the whole series, etc.

TV producers ran out of historical characters to turn into TV dramas, so they turned to Yi Soon Shin who was technically off-limit until now, due to both high respect for him and the high cost involved. But the boom in big-scale dramas in 2003~2004 period finally allowed the kind of funding needed to shoot a drama of this scale, $30 million to be exact. KBS is now suffering from the consequence of airing big budget dramas(Haeshin and IYSS).
Won Gyun and Mijin/Chohee actors were only two highly paid big name actors. The rest are so called "contract" actors who belong to KBS production. This is why you see same actors being recycled over and over between series. YSS actor too was an "unsuccessful" contract actor making $500 a week who was preparing to quit acting and immigrate to New Zealand when he got that fateful phone call from the casting director, who was looking for an unknown actor with that "scared" look in the face, to go with that "brave and fearless tiger of the north" Won Gyun.
I don't know about the planning, but the production is a 4 month lead + the duration of series(One year).
