This is a list of all of the named characters appearing in the series so far. The numbers in parentheses are the episode numbers of each character's debut. For now I'm going to try organizing the characters into groups like I've done for past series. I didn't do that with GOW because most of the characters were from the same side, but I think this time it will make for a better list if I group them.
NOTE: This roster will become LOADED with spoilers as the series progresses, so don't look at it if you're watching an earlier episode and want to avoid spoilers.

Hae Sosul (1) – Queen. King Biryu’s first consort. Sometimes referred to as "Wanwoldang" after her residence. In Ep6 we learn that she was originally promised to Buyeo Jun but that Biryu’s father “forced conjugal ties upon [her] to grant [Biryu] the throne” (not entirely sure yet how that would have worked). In Ep17 she has agreed to marry BJ/King Gye and is formally announced as the new first queen (Gye moved his longtime wife to second queen). Executed in Ep34 for fatally poisoning King Biryu.
Jin Saha (1) - King Biryu’s 2nd consort. Sometimes referred to as "Sosukdang" after her residence. In Ep3 we learn she's councilor Jin Jeong's sister. Buyeo Chan (1) - Crown prince. First son of King Biryu and Queen Hae Sosul. Crown prince. In Ep14 BJ/King Gye names him head of the Education Ministry. In Ep22 he's renamed crown prince by King Gye, and named supreme commander as well. Executed in Ep45 for his role in trying to overthrow the government and seize the throne from Yeogu.
Buyeo San (1) - Prince. Third son of King Biryu and Queen Hae Sosul. In Ep14 BJ/King Gye names him head of the Imperial Warehouse Agency. After taking refuge in Mahan he's killed in Ep48 by bodyguards as he tries to kill KG.
Buyeo Gu / King Geunchogo (1) – Prince. Fourth son of King Biryu and first son of consort Jin Saha. First seen as a salt trader; later in Ep1 we learn he was banished by his father to Liaoxi (Yoseo) ten years ago and ordered to live as a salt trader. But it isn't clear why. At the end of Ep1 Biryu declares in anger that BG is no longer a prince and is banished from all of Baekje territory. In Ep9 as King Biryu is dying, he names BG his successor as king--but no one is there to see it. In Ep12 Buyeo Jun forces him to falsely confess to conspiring with his mother to murder Biryu. As of Ep27 he appears to be married to Wi Hongran, although it isn't explicitly stated until Ep29. Becomes king in Ep35 and apparently becomes married to Yeohwa at the same time (this isn't made clear but she's named the first queen). In Ep46 he dethrones Yeohwa and promotes Hongran to first queen. Dies in Ep60.
Buyeo Hwi (1) – Prince. Second son of King Biryu and Queen Hae Sosul. In Ep7 Biryu puts him in command of the state guard and royal guard (the two armies assigned to the chief state councilor and the chief of the royal guard). In Ep14 BJ/King Gye names him commander of Moroseong Fortress. But he never goes there and in Ep23 Gye demotes him, removing his military title of general and assigning him to be the caretaker of Biryu's tomb. Is killed in Ep34 when he tries to interfere with the execution of his brothers Yeochan and Yeosan.
Heukgang Sahul (1) – Lord. King Biryu's father. Lives in a manor called Michuhol. In Ep36 the new king Geunchogo puts him in charge of Girobu, a new government office that will provide consultation and supervise the state council (Namdang). Dies in Ep44 after throwing himself off a fortress wall in Ep43, refusing to say to government troops what rebels demanded that he say.

(Yeohwa and everyone else mistakenly believe that the baby was killed that night in a building fire). In Ep46 they name the baby Soekkop. After saving KG's life in Ep48 KG designates him “junggunjang of Wisagun” (apparently a conventional low-ranking position in the royal guards). In Ep53 the queen accepts him as a foster mother (KG does also) and he's named a prince, and given the name Bu Yeogusu. Named crown prince in Ep60. In Ep60 we learn that he's to marry Jin Ai.

Takes Hae Geon as his stepson in Ep30, just after ordering Hae to kill him (he was dying from poison that Queen Hae tricked him into taking, so his death was inevitable either way). And Hae does kill him in Ep30.
Jin Godo (2) – Baekje Chief Marshal. In Ep4 he's referred to as Yeogu's uncle and Jin Seung's uncle; not sure if this is literal or simply a translation/subtitling convention. KG also announces that if he has a princess, Sa will marry her and become his son-in-law. In Ep49 he marries princess Bu Yeojin. In Ep51 he's stripped of his position and land holdings after a physical confrontation with his wife that injures both of them.

Chan Ungpo (39) – Commanding general of Jincheng Fortress.
BAEKJE OTHERS
Jin Seung (1) – Son of councilor Jin Jeong. Friend of Buyeo Gu; seems to be a bodyguard of sorts, accompanying him on his salt trading journeys. Called "Lord" in Ep4. In Ep5 we learn he's two years younger than Yeogu. In Ep7 Biryu names him chief state consul. In Ep36 the new King Geunchogo names him a Third Meritorious Retainer and appoints him Naesinjwapyeong (imperial household minister), one of the six highest positions in the government. In Ep46 KG awards him Beodeulnaruseong, Sutanseong and Moroseong (which I believe are areas of land, awarded as land grants), and give him the new name Mok Nageunja (misstated in the Ep46 subtitles as Bok Nageungja and in the Ep47 subtitles as Bok Nageunja).
Bu Yeo Hwa / Yeohwa / Lady Ami (1) – Daughter of Buyeo Jun and Lady Sohae. She's referred to as "princess" and "your highness" so apparently she has royal status as the granddaughter of the previous king. In Ep8 she moves to Goguryeo and becomes a consort of King Sayu. Her official title is Lady Ami as of Ep9. In Ep26 after she's caught having "an affair" with Yeogu, Sayu disavows her as queen and assigns her to servant work. In Ep32 after she parts with Sayu for good, Yeogu announces that she'll be queen upon his coronation. And in Ep35 at Yeogu's coronation, she is indeed named first queen. In Ep46 KG dethrones her; not clear if this annuls their marriage or not. In Ep58, after plotting and organizing a rebellion of the noble clans against KG's efforts to sharply restrict the clans' power, she drinks poison to offer her life in exchange for forgiveness of the rebels. (She previously had struggled with some sort of lung disease and recently had been coughing up blood, which may or may not have played a role in her decision.)
So Haebi / Lady Sohae (1) – Buyeo Jun’s wife; mother of Yeohwa. In Ep17 after her husband assumes the throne she's designated as the "second queen"; her husband marries Biryu's widow and names her first queen. Buyeo Min (1) – Eldest son of Buyeo Jun. In Ep14 his father names him supreme military commander. In Ep23 his father names him Wiryegong, head of the Wiryegung faction. Apparently it's a high government position because officials protest the decision on the grounds of Min not having achieved any merit yet. In Ep46 he and his brother Yeomun are executed for inciting a rebellion against KG's throne. He becomes a father posthumously in Ep46.
Seok Rahae (1) - Buyeo Min’s wife. She’s of Zhao ancestry, not native to Baekje. In Ep19 we learn she's a Zhao princess. In Ep45 we learn that she's pregnant. In Ep46 she gives birth to a son, Yeogwang.
Dan Danyi (2) – Yeohwa’s attendant.
Buyeo Mun (2) – Buyeo Jun’s second son. In Ep14 his father names him commander of the Wisagun army division. In Ep46 he and his brother Yeomin are executed for inciting a rebellion against KG's throne.
Hae Geon (2) – Hae Nyeong's eldest son; now Buyeo Jun’s adopted son. Acts as Yeohwa's bodyguard upon her moving to Goguryeo. In Ep9 King Sayu names him a general. In Ep14 he's described as "dalsol (second rank) of Baekje and Annamjanggun (?) of Gorugyeo." In Ep14 BJ/King Gye gives him the title of commander. In Ep30 King Gye makes Hae his stepson, just before Gye dies. In Ep36 the new king Geunchogo names him a Second Meritorious Retainer and appoints him Jojeongjwapyeong (minister of justice), one of the six highest positions in the government. Commits suicide at Yeohwa's gravesite in Ep59.

Odol (40, maybe seen earlier) - Wiryegung servant who delivered a (forged) letter to KG.
Bu Yeogwang (46) - Baby born in Ep46 to Lady Rahae and the just-executed Buyeo Min. In Ep49 KG names him Jeongnam General.
Jin Ai (48) – Jin Godo’s daughter. Promised as the future wife of Prince Yeogeun. In Ep60 we learn that she's to marry Prince Yeogusu.
Keuneoji (59) – Small boy first seen with Ko Heung and Ajikii in Ep59, working as a recording secretary for Ko Heung's historical documentation project (but far too young to be doing such work). Not clear who he is; possibly either Ajikii's son or Ko Heung's grandson.

Iryeon (55) – Sayu’s second son.
EAST BUYEO DESCENDANTS
Chihui (13, identified 20) – Young woman of Buyeo ancestry; close friends with Wi Hongran.
Ajikai / Ajikki (13) – Grandson of King Mayeo, king of East Buyeo. (That country was lost to Goguryeo under King Daemusin.) He's leading a settlement of East Buyeo descendants. In Ep36 the new King Geunchogo names him a Third Meritorious Retainer and appoints him Naebeopjwapyeong (minster of culture), one of the six highest positions in the government. In Ep46 EG awards him Shouyangcheng Fortress and gives him the new name Ajikki.

In Ep46 KG appoints him Gungong of Liaoxi and awards him Guangyangcheng Fortress.

Wi Hongran / Jin Hongran (13, identified 14) – Sister of Wi Birang; second in command of Danbeomhoe military unit. First seen dressed as a man. In Ep26 Yeogu kind of/sort of proposes to her and in Ep27 (after a two-year time jump) the two of them do seem to be in some sort of relationship, although we never saw any sort of formal ceremony. In Ep29 she says she's his wife and he doesn't contradict her, so apparently she is. In Ep35 Jin Jeong adopts her and she changes her surname to Jin; also in Ep35 she's formally designated the second queen during Yeogu's coronation. In Ep43 she gives birth to a son. In Ep46 she's promoted to first queen when KG dethrones Yeohwa.
King Hyeon (18) – Ruler of the puppet state of Buyeo (Goguryeo’s puppet).
Ko Heung (19) - Chief minister of Buyeo. Is of Buyeo nobility and is a famous scholar in Dongjin. In Ep36 the new King Geunchogo names him a Third Meritorious Retainer. KG also announces that if he has a princess, Sa will marry her and become his son-in-law. In Ep49 he marries princess Bu Yeojin. In Ep51 he's stripped of his position and land holdings after a physical confrontation with his wife that injures both of them.
Yeombo (39) – general at Jincheng Fortress.
Resigns in Ep59 to travel the countryside in search of talented people to send to KG.
Payun (1) - "Confidant" who works for Buyeo Gu in salt trading. In Ep36 the new King Geunchogo names him a Third Meritorious Retainer and appoints him Naedujwapyeong (national finance minister), one of the six highest positions in the government.
